Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Virginia Outer Conti-
4
nental Shelf Energy Production Act of 2011’’.

SEC. 2. DEFINITIONS.

In this Act:

(1) L
EASE SALE 220
.—The term ‘‘Lease Sale
1
220’’ means the sale of Federal oil and gas explo-
2
ration leases in the outer Continental Shelf planning
3
area located off the coast of the State.

(2) Q
UALIFIED REVENUES
.—The term ‘‘quali-
5
fied revenues’’ means all rentals, royalties, bonus
6
bids, and other sums due and payable to the United
7
States under a lease sale conducted under section
8
3(a)(1).

(3) S
ECRETARY
.—The term ‘‘Secretary’’ means
10
the Secretary of the Interior.

(4) S
TATE
.—The term ‘‘State’’ means the State
12
of Virginia.

ING OFF THE COAST OF THE STATE OF VIR-

GINIA.

(a) A
UTHORIZATION OF
L
EASE
S
ALES
.—In the outer
17
Continental Shelf leasing program for fiscal years 2012–
18
2017 prepared under section 18 of the Outer Continental
19
Shelf Lands Act (43 U.S.C. 1344), the Secretary shall—
20
(1) include in the schedule of proposed lease
21
sales—
22
(A) Lease Sale 220; and
23
(B) any areas off the coast of the State
24
that are included in the Mid-Atlantic planning

area as a result of the revision to the map
1
under section 4(b); and
2
(2) provide that the Secretary shall not make
3
any tract available for lease under paragraph (1) if
4
the President, in consultation with the Committees
5
on Armed Services of the Senate and the House of
6
Representatives, determines that the lease of that
7
tract would conflict with military operations relating
8
to national security.

(b) D
ISPOSITION OF
R
EVENUES
.—

(1) I
N GENERAL
.—Notwithstanding section 9 of
11
the Outer Continental Shelf Lands Act (43 U.S.C.
12
1338) and subject to the provisions of this section,
13
for each applicable fiscal year, the Secretary of the
14
Treasury shall deposit—
15
(A) 50 percent of any qualified revenues in
16
the general fund of the Treasury; and
17
(B) 50 percent of any qualified revenues in
18
a special account in the Treasury to be used for
19
the purposes described in paragraph (2).
20
(2) D
ISPOSITION OF REVENUES TO STATE
.—Of
21
the qualified revenues described in paragraph
22
(1)(B)—
23
(A) 75 percent shall be disbursed to the
24
State; and
