FACTSHEET: A Minnesota Government Shutdown
HOW WE FIX IT
With no funding in place to
continue operations after
Gov. Dayton refused to
accept the Republicans
compromise oers and
refused to sign a short-
term funding bill, the state
government shut down on
July 1, 2011.
This year, the Republican-led
Legislature passed a budget
with time for review, and
presented the Governor with
a complete, balanced budget
-- the largest General Fund
spending budget ever
-- prior to the scheduled
adjournment.
Gov. Dayton chose
not to take action on
the complete budget until
after adjournment, and
vetoed the Republican
budget on May 24.
The Legislature, composed
of the House and Senate,
is charged with the task
of presenting a balanced
budget to the Governor
by their constitutionally
required date of adjournment
in May. (Article 4, Sec 12: The
legislature shall not meet in
regular sesson ajter tne rst
Monday following the third
Saturday in May of any year.)

Until Gov. Dayton calls
legislators back to work for
a special session to keep
Minnesota open, the state will
remain in a shutdown. Each
passing week of Gov. Daytons
shutdown will unnecessarily
keep thousands of Minnesotans
unemployed and cost taxpayers
and businesses millions of dollars.
A state budget can be passed and
signed into law, state employees
can return to work, and the state
will again open for business.

In order to pass either a short-term funding bill to continue operations
or a complete two year budget, the Governor needs to call legislators to
a special session. Only he can do that: Article 4, Sec 12: A special session of
the legislature may be called by the governor on extraordinary occasions.
