To:DullesMetrorailPhase2ProjectStakeholdersFrom:PeterM.RogoffAdministratorRe:WhitePaperRegardingSecretaryLaHood'sProposedScopeReductionsDate:July3,2011PursuanttothedirectionoftheSecretaryasarticulatedduringourstakeholdermeetingofJune30,IhavepreparedtheattachedWhitePaperdiscussingthedetailsofhisfinalproposalforscopereductionstotheMetrorailPhase2project.Thepaperalsodiscussessomeassociatedfinancingissuesaswellastheprocessthatgaverisetohisproposal.PleasenotethatthetableofscopereductionsincludedintheWhitePaperdiffersfromtheonediscussedatourJune30meetinginonlyonerespect.IbelieveitwaswidelyagreeduponatthemeetingthatthepotentialopportunityforreducingthenumberofrailcarsnecessaryfortheSilverLineserviceshouldremainanoptiontobeconsidereduponWMATAcompletingitsrailcarfleetplan.Assuch,Iaddedthisoptionattheendofthetable.TheFTAexpectstoreceiveWMATA'sdraftplanlaterthismonth.PleasedonothesitatetocontactmeortheSecretary'sChiefFinancialOfficer,ChrisBertram,ifwecanprovideadditionalinformation.IhopeyouandyourfamiliesallhaveaverysafeandenjoyableIndependenceDayholiday.
 
DullesRailPhase2CostReductionEfforts
ConveningofStakeholdersOnJune1,2011,U.S.TransportationSecretaryRayLaHoodconvenedthefirstoffivemeetingsoftheprincipalstakeholdersandfundingpartnersoftheDullesMetrorailPhase2project,includingtheMetropolitanWashingtonAirportsAuthority(MWAA),FairfaxCounty,LoudounCounty,theWashingtonMetropolitanTransportationAuthority(WMATA),andtheCommonwealthofVirginia.SecretaryLaHoodconvenedthesestakeholdersforthepurposeofestablishingacommonagreed-upondesignandfmanceplanforthePhase2projectsothatitcouldgetbackonapathtosuccessfulimplementationwithoutfurtherdelay.Attheinauguralmeeting,SecretaryLaHoodarticulatedhisdesiretocompleteanagreement
in
principlewithin30days-onethatwillensurethedeploymentofaviableandbeneficialregionaltransitlinkbutatasignificantlyreducedcostsoastolessenthefinancialburdenonthefundingpartners,localtaxpayers,andtheusersoftheDullesTollRoad.CriteriaforSconeReductionsTheSecretaryhostedfiveseparatemeetingsoverthe30-dayperiodduringwhichallparticipantswereinvitedtoproposeprojectscopereductions.TheFederalTransitAdministration(FTA)contractedwithitsownProjectManagementOversightContractor(PMOC)toindependentlyevaluatethecostandoperationalimpactofeachcostmitigationproposalforthebenefitofallparticipants.Overtheensuing30days,stakeholdersdiscussedanddebatedthemeritsofeachproposalwiththetechnicalassistanceofFTA'sPMOC.TheSecretarysoughttofocusattentiononscopereductionsthat:Offeredsignificantcostsavings;Maintainedacosteffectiveapproachtoprojectconstruction;Maintainedprojectperformancegoals;Sustainedexpectedridership;andMinimizedsignificantdelaysassociatedwithwholesaleredesignsorsubstantialnewenvironmentalreviewrequirements.
 
Secretary'sLaHood'sProposalAttheJune30meeting,SecretaryLaHoodpresentedafmalproposalthat,intheviewoftheUSDOT,bestachievestheseobjectives.Importantly,giventhedepthoffeelingsonthepartofmanystakeholders,theSecretary'sproposalalsosoughttoensure"sharedsacrifice"onthepartofthemajorfundingpartners.Concessionsneededtobemadebyall.Takentogether,theSecretary'sfinalproposalreducestheestimatedcostofthePhase2by$1.058billionbelowthatoftheoriginallocallypreferredalternative(LPA).Thisnewcostestimateof$2.767billioncouldbereducedbyasmuchasanother$200milliondependingontheoutcomeofanalysisofsomeadditionalpotentialscopereductionsduringJulyandAugust.TheSecretary'sproposedscopereductionsareoutlinedbelow.Amoredetaileddescriptionofeachadjustmentisincludedasanappendix.CostEstimateofOriginalLPA$3.825BInitialProjectCostSavingsIdentifiedCostSavings
