SUBJECT:MID-YEAR BUDGET ADJUSTMENT
As previously discussed, an analysis of the reduction of the value of the tax digest concludes thatthe resulting loss in property tax revenue anticipations will be approximately
$36,874,000
. Therewill also be a corresponding decrease in the revenue that one mill of 
ad valorum
taxation will produce. The new value of revenue generated by one mill of taxation is calculated to beapproximately
$11,500,000.
In other words, the decrease in the tax digest represents a millagerate equivalency of 
3.21
mills of property tax.Current budgetary estimates indicate that a number of County operating budgets should beconsidered for the restoration of funding levels previously necessary to cover anticipated deficits.The estimates are based on the latest projections. The shortages include the budgets of Constitutional Officers including the Clerks and Officers of the Courts and the Sheriff. Based onthe latest projections, the following deficits are projected:Office of Sheriff$2,100,000Juvenile Court700,000Superior Court1,000,000Clerk of Court420,000State Court1,000,000Solicitor140,000District Attorney800,000Probate Court144,000Public Defender200,000Magistrate Court80,000
Total $6,584,000
The total of these deficits is

Based on current projections, there will be a deficit of approximately
$2,900,000
in the fundingfor Retiree’s Health Insurance. Most of this increase results from the extraordinary number of employees taking advantage of the accelerated early retirement program last year and an overallincrease in claims filed. It is also recommended that

be restored to Grady’s budget and
$50,000
to the Health Department. Based on current estimates of the financing cost of issuingTax Anticipation Notes in the amount of $150,000,000, an additional appropriation of
