President Guffey placed the Philadelphi4 PA. Are aLacaL into Trusteeship effective July 8,2AI1 in accordance with his authorify under Artisle 15 of the National Constitution. The stated reason for the Trusteeship was:
"My finding that inlnediate trusteeship is necessary is based on the fact that the Local President
has ciranged the locks on the offices of the Local, thus preventing tlie Local's officers, including its elected Treasurer, frorn performing tlieir official duties. The Local President also has ilformed postai management that three of the top four eiected officers of the Local, the Vice President. the Treasurer, and the Director of lndustrial Relations, are no longer pemifled to serve as officers of tire Local and must return to tire workroom floor. By these actions, the Local President iras prevented the Local Treasurer fi'om issuing payroll checks and othenvise payilg the just debts of tire Local and has prevented the haridling of the funds of tire Local in accordance with the Local's Constitution. I find that these actions by the Local President make it necessaiy for me to suspend
