 INFORMATION / BACKGROUND
Proposal Number 2011-53 to amend the County Charter to reduce the number of CountyCouncil seats from seven to five is before Pierce County Council Rules Committee on July25th and full Council on August 9
th
, 2011. If approved, the proposal will be presented to thevoters of Pierce County at the general election on November 8, 2011.If the County Charter is amended to reduce the number of County Council seats,approximately 45,000 new residents would be added to each Council District. This actionwould further dilute representation from the west side of the Tacoma Narrows Bridge whichalready struggles to have their voice heard by the County Council.Approval would require the recent redistricting process to be performed again and precludesnew elections for District 7 until 2014.

RESOLUTION NO.A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GIGHARBOR, WASHINGTON, OPPOSING PIERCE COUNTYCOUNCIL PROPOSAL NUMBER 2011-53, ENTITLED “ANORDINANCE OF THE PIERCE COUNTY COUNCIL PROPOSINGAMENDMENTS TO THE PIERCE COUNTY CHARTERREDUCING IN SIZE THE PIERCE COUNTY COUNCIL FROMSEVEN TO FIVE MEMBERS; PHASING IN THE REDUCTION OFCOUNCILMEMBERS WITH ELECTIONS AND TERMS OFOFFICE; AMENDING SECTIONS 2.15 AND 10.55 OF THEPIERCE COUNTY CHARTER; ADDING A NEW SECTION 10.80TO THE PIERCE COUNTY CHARTER; ESTABLISHINGEFFECTIVE DATES; REQUESTING THE AUDITOR TO SUBMITTHESE AMENDMENTS TO THE VOTERS AT THE NOVEMBER2011 GENERAL ELECTION; AND REQUESTING THEPROSECUTING ATTORNEY TO DRAFT AN APPROPRIATEBALLOT TITLE.”
WHEREAS, Proposal Number 2011-53, after hearing on July 25
th
, 2011before the Pierce County Council Rules Committee and full Council on August9
th
, 2011, will be presented to the voters of Pierce County at the general electionon November 8, 2011; andWHEREAS, Proposal Number 2011-53 would submit a question to thevoters to amend the County Charter to reduce the number of County Councilseats from seven to five; andWHEREAS, Proposal Number 2011-53 would add approximately 45,000new residents to each Council District, further diluting representation from thewest side of the Tacoma Narrows Bridge; andWHEREAS, the peninsulas and more specifically, the City of Gig Harboralready struggle to have their voice heard by the County Council; and

WHEREAS, only the smallest of cities in Washington have five membercouncils; andWHEREAS, 2011-53 would require the recently completed redistrictingprocess to be performed again; andWHEREAS, 2011-53 precludes new elections for the district representingthe peninsulas until 2014; andWHEREAS, 2011-53 did not come from the freeholder process ofamending the County Charter which requires extensive public outreach andcomment; andWHEREAS, the cost savings achieved by reducing Council salaries wouldlikely be reduced by the additional staff necessary to represent such largeconstituencies; andWHEREAS, on July 25, 2011, the Gig Harbor City Council considered thisResolution during its regular City Council meeting, in the spirit of RCW42.17.130(1), which permits a City Council to adopt a resolution in support, or inopposition to a ballot proposition as long as there is notice of the meeting and thepublic is afforded the opportunity to express opposing views; Now, Therefore,BE IT HEREBY RESOLVED BY THE GIG HARBOR CITY COUNCIL ASFOLLOWS:The City Council of the City of Gig Harbor opposes adoption of PierceCounty Council Proposal Number 2011-53 due to the detrimental impactsoutlined above.PASSED THIS 25
