Per the Disability.gov website: "The U.S. Access Board released proposed guidelines for accessible rights-of-way at a public briefing and press conference on July 26, 2011. The proposed guidelines will ensure that sidewalks, pedestrian street crossings, pedestrian signals and other facilities for pedestrian use, located in the public right of way, are readily accessible and usable by pedestrians with disabilities. Comments must be submitted by November 23, 2011."
