The newly built Mahatma Mandir played host to the historic Fifth Vibrant Gujarat Global Investor's Summit on 12-13 January, 2011. Surpassing the success of the previous four summits, this summit witnessed record signing of 7936 MOUs and investment commitments in excess of $450 billion. It also proved to be an ideal platform for international delegates and businessmen to come down to Gujarat and forge long lasting relationships with the local business community of India. It is also important to note that Vibrant Gujarat 2011 was not about investments alone, as the summit provided a platform for co-operation in development between India and the world while facilitating the convergence of power, knowledge and technology. This booklet is an attempt to provide you a glimpse of this year's Vibrant Summit. It is often said that success begets success and this is proving to be especially true in the case of Gujarat. The figures provided in the booklet are as on 13th January 2011, and post the summit even more investments have been pouring into the state. This means that the actual figures are dynamic and are being revised on an almost daily basis. Gujarat has indeed taken a giant leap towards economic growth. On the back of the resounding success of the Vibrant Summit 2011, Gujarat today looks forward to a golden era of fast paced social and economic development.

ndia is fast emerging as a major economic power in the world and Gujarat, a state on the western coast of India, has been contributing immensely to India's growth story with a consistent Gross Domestic Product (GDP) growth rate of over 10% for almost a decade. Home to a large number of Indian and foreign companies in various sectors of manufacturing, industry and infrastructure, Gujarat presently is a national leader in several products and a global player in others. Little wonder then, that Gujarat is now the industrial and corporate face of the country evincing investors' interests from all over the world. To provide a focused platform to investment inflows, the Government of Gujarat has institutionalized a biennial event - Vibrant Gujarat Global Investors' Summit since 2003. The Summit is aimed at bringing together business leaders, investors, corporations, thought leaders, policy influencers and opinion makers, serving as a perfect platform to explore business opportunities not only in Gujarat but across the country. Confidence can only stem from success, and the Summit's rise from strength to strength since its inception only goes to prove that the world is now expressing confidence that Gujarat is on the expressway to success. The five Summits held so far

have been a resounding success, attracting investment intentions worth more than USD 850 billion, with Summit 2011 alone garnering a total of 7,936 MoUs involving a record investment of USD 450-billion creating 52 lakh new job opportunities for the youth. Moving with the times, however, the Vibrant Summit 2011, housed inside the newly built Mahatma Mandir in Gandhinagar, managed to break away from the typical investment mindset. Not limited to growth in investments and development in Gujarat alone, the meet attempted to provide a global platform for cooperation in development between India and the world while facilitating the conver-gence of power, knowledge and technology. By exploring the global network of economic growth, this summit proved to be a sure step towards achieving the goal of allinclusive growth. This was reflected in Chief Minister Narendra Modi's address, where he said, We propose to interact only on developmental issues at the summit, share knowledge and provide a platform for Indian states to choose partners in development. In lieu with knowledge sharing being at the core of this year's summit, another key feature of the 2011 Summit was the participation of a large number of national and international speakers for various seminars and discussions. The event also provided excellent networking opportunities through B2B meeting arrangements, networking dinners, buyer seller meets, export pavilions and catalogue shows. The Vibrant Gujarat 2011, in the light of such a stupendous response, can safely be said to have ushered in the golden hour of Gujarat's golden year. Also, given that it was housed inside the newly built Mahatma Mandir, there is a sense of poetic beauty in the fact that the nation took a giant leap towards economic growth inside the temple which pays tribute to the man instrumental in delivering India's freedom

This is the reason for the successful realization of huge events like this Summit. This message of Good Governance emanates from Mahatma Mandir as a source of inspiration for the entire nation. Like the movement for Swarajya (Self Rule), Gujarat will also lead the people's movement for Surajya (Good Governance). In recent years, Gujarat has pioneered a large number of largescale projects which could become a trailblazer for other states to follow. One among them is the Sardar Sarovar project which interlinks most of the rivers in the state. River interlinking is a key issue facing India. Access to water will lead to increased ground water level, improve the quality of lives and create jobs in rural areas. Gujarat has also been at the forefront in terms of development models for improving the quality of lives, including in villages. Several of these schemes are being studied and adopted by other states as well, including: Tribal Development Model: most states in India have studied the Gujarat example. Jyotigram Yojana (making available 24 hours three phase quality power supply to all 18,000 villages): the Indian government has recommended other states follow the example. Evening Court: the Supreme Court has asked other states to start similar courts. Powering ahead towards a new dawn

oday, Gujarat has transformed from a power deficit to a power surplus state.

In a fantastic move that has eased the lives of millions of people, the Gujarat government through its Jyotigram Yojna has become the only state in the country to provide uninterrupted power supply to every single village in the state. As of now, the state is also the second largest producer of onshore natural gas in the country. In the previous Global Summit2009, 17 MoUs involving an investment of ` 46,000 crore were signed in the O & G sector. This Vibrant Summit, the results were even better with the Energy and Power sector receiving a total investment of ` 9.93 lakh crores. With the results of the Summit expected to provide employment to almost 75,000 people in the Power and Energy sector, Gujarat is well on its way in becoming the energy capital of India. A record 348 memorandums of understanding (MoUs) were signed on the very first day of the Summit itself. Gujarat has got a major forward thrust in the oil and gas sector by various investors expressing confidence through investments. One of the biggest offers in this sector is by Reliance Industries Ltd which has signed MoUs for ` 40,000 crore at its

A project to provide three phase 24 hrs power supply to all villages revolutionizes power in Gujarat. The project started in the year 2003 as a people's initiative and was later taken up by the state government. The project has covered all 18,065 villages of the state and the 9,680 suburbs attached to them. The project became function in a record time of 30 months, which is quite an achievement in itself.

A strong vision has helped Gujarat become a carbon-neutral state through sustainable development. Stressing the need for water conservation, Gujarat over the years has successfully conserved water through measures such as micro water conservation, construction of check dams and village ponds. Its not without reason that Nobel laureate, Dr R. K. Pachauri has said recently that Gujarat is better placed to respond to climate change as the able leadership of Mr Modi can bring

about a change in societal order. And in this continued effort to combat environmental degradation and promoting clean energy, the state

has received investments worth ` 76,000 crore in the renewable energy sector.

The Reliance Group is India's largest private sector enterprise, with businesses in the energy and materials value chain. The flagship company, Reliance Industries Limited, is a Fortune Global 500 company and is the largest private sector company in India. Reliance group signed MoUs worth ` 40,000 crore in the chemicals and petro chemicals sector. This includes investments for a new super specialty chemicals unit at Dahej among other big ticket expansion projects. The proposed plant on the west coast would cater to the demand in India and overseas. The group also plans to pump in close to ` 130 crore for its community relationship activities in education and healthcare. A pact with Gujarat government to develop Pandit Deendayal Petroleum University into a top world class institute proves the groups commitment to the development process.

Human Development lights up lives in Gujarat
With last week's Vibrant Gujarat resulting in the signing of MoUs worth $462 billion for projects that would create more than five million new jobs, Gujarat now glitters among all the States of the Union, noted a senior journalist with regard to Vibrant Summit 2011. Touching more than 5 million lives, the fifth Vibrant Gujarat Summit was particularly dedicated to youth and women empowerment. More than 1.5 million employment opportunities were created in a unique initiative called 'Mission Mangalam', launched by the state government to empowering the poor under the Self Help Groups (SHGs) and Sakhi Mandals during the next 3-5 years. The rural poor and the tribals have not been left behind in this developmental process as landmark initiatives such as Jyotigram Yojna, Chiranjeevi Yojna, Kanya Kelavni assist them at every step. The responsiveness of the government to the civil society has been commendable. Participatory programmes such as Nirmal Gujarat and Urban Development Year 2005, and e-initiatives such as GSWAN, SWAGAT, e-Gram and e-Dhara have contributed in achieving more accountability, transparency and efficiency. Not just that, a lot of MoUs were signed in the field of transportation, real estate, urban development and financial upliftment. Skill development programmes were also given a special emphasis, in order to enable the youth to create and partake in the enhanced employment opportunities. Listening to the people's voice is the key test of good governance. And initiatives like Vibrant Gujarat Summit do bring out the commitment and focus of the state government in achieving the desired equilibrium in social apparatus. As Ratan Tata rightly said, the good thing about the state's growth is that it is an inclusive growth, which does not leave behind the rural population. The Government of Gujarat is doing everything in its capacity to bridge the gap between the rich and the poor, man and nature, and rural and urban. And the success of an event like Vibrant Gujarat is but a testimony to the government's efforts.

Empowering Women, Empowering India


The Gujarat government is of the firm belief that capitalism can be a powerful medium to eradicate poverty and generate employment opportunities for the marginalized. It is this conviction that has resulted in the launch of 'Mission Mangalam', an ambitious campaign promoting holistic development in the standard and quality of life of the poor in the state, by bringing them closer to sustainable livelihoods. The project is expected to alter the lives of a million people within the first 3-5 years of its initiation. The creation of the Gujarat Livelihood Promotion Company Ltd, or GLPC, is the first step towards the implementation of this programme. The concept, which is the brainchild of Chief Minister, Mr Narendra Modi, aims to achieve the objective of inclusive growth through the rurban concept where residents of rural areas are provided with a source of livelihood without venturing into urban areas. One of the primary objectives of the company is to attract publicprivate partnership to promote the social agenda of poverty eradication, women emancipation and HDI improvement. Vibrant Gujarat Summit 2011 further impressed this point as its investment regions attracted an overall investment of ` 2.95 Lakh Crores. Today, Gujarat's biggest growth story is unfolding along the proposed ` 3.6 lakh crore 1500 km long Delhi Mumbai Industrial Corridor. The project promises to be a unique opportunity to plan, develop, build and manage cities that are both ecologically and economically viable. With the Special Investment Region Act in place, the state government plans to set up a dozen SIRs in the state, half of them on the seacoast and the other half located inland, covering a total area of 1,414 sq. km . The port based SIRs in Gujarat are at Dholera, Dahej, Anjar and Aliyabet, with the SEZ at Dahej being included among the worlds top 25 zones. Dholera SIR is by far the largest. Projected as a Greenfield Modern Township with focus on knowledge based industries, light manufacturing and engineering, it will have its own international airport, seaport and road-rail connectivity. Not surprisingly then, the largest MOU for infrastructure worth ` 74,000 crore was signed with DMIC Development Corporation for creating infrastructure on DMIC and Dholera SIR. Also, significant was an MOU with Universal Success Enterprise (USE) to develop a Japanese City in Dholera SIR for ` 20,000 crore. Hindustan Construction Company (HCC) also committed a further 12,000 crore to developing amenities in Dholera. The tourism sector got a big push with record signing of MOUs worth ` 72,000 crores for around 580 different tourism projects. These 580 projects are distributed amongst various themes like hotels, resorts, film studio, adventure tourism, wayside amenities, theme parks, medical tourism, beach resorts and religious tourism. The projects are such that they envisage and cover all aspects of tourism in the MOUs. Total around 360 companies signed MOUs, out of which around 135 companies have MOUs more than ` 100 crores. The top MOUs were signed by Atlanta Group, Mumbai and Concast Infratech, each over ` 5000 crores. Well known companies including the Mahindra Holidays, ITC, Macdonald's, Rahejas, Pacifica group also joined the band wagon. Manufacturing Sector
In the recently concluded Vibrant Gujarat Investors' Summit, industrial development opportunities reached a new pinnacle. All key sectors gained from the grand event that it was, but power, manufacturing, urban development and infrastructure sectors attracted the greatest interest from investors. The manufacturing sector, which includes chemicals, engineering, cement, pharma, textiles, food processing and gems & jewellery, attracted MoU proposals worth ` 4.73 lakh crore. The strength of Gujarat's manufacturing sector lies in its strong base of Micro, Small and Medium scale Enterprises (MSME). MSMEs have played a pivotal role in the industrial dispersal and the overall industrial development of the state. MSMEs have proved to be a major contributor to the economy of the state, especially in terms of value addition, employment generation, entrepreneurship development and inclusive growth. Currently, this sector accounts for 95% of industrial units and is contributing about 40% in terms of value addition in the manufacturing sector. More than 13 million MSMEs are spread over the country producing about 7,500 items and providing employment to more than 40 million people. SocioEconomic Review of Gujarat 2009-10 shows that from April 2007 to September 2009, 39,518 MSME units have been registered in the state with total investment of ` 20,251 crore. Vibrant Gujarat, over the years, has proved to be an effective solution of channelizing funds for MSMEs and for enhancing their market orientation. Other sectors like Gems and Jewellery, Agro and food processing, Pharmaceuticals, Minerals, Chemicals and Petrochemicals, Textiles and Apparels, Paper and Biotechnology have also received major boost in the form of investments in the Vibrant Gujarat Summit, making it the biggest ever event of such a scale that the country has ever witnessed. The Gujarat government is taking various incentives to make it an ideal destination for the manufacturing sector to put their facilities here, like simplification of procedures and adopting a single-window approach. Sectoral policies for promotion of investment and growth are being framed, and special industrial zones are being created. It is fast becoming a leader in encouraging private participation under the public-private partnership program, making it a truly global destination for the corporate world. It is an attempt to unite all those who are concerned about the well being of humanity. - Narendra Modi Chief Minister, Gujarat As the Chief Minister Narendra Modi rightly pointed out, This Summit proved to be an ideal platform for the international delegates and businessmen to forge relationships with the local business community of India. Not just business agreements, but knowledge and cultural exchanges also took place at the Summit. The investment agreements were signed not just by the Government of Gujarat, but many other states of India as well as international bodies exchanged contracts. The Karnataka Government signed MoUs worth ` 22,000 crore for investment in the southern state at the Vibrant Gujarat Summit. The MoUs belong to the cement, food processing, engineering, non-conventional industry, textile and gas-based power plants projects. Those who signed pacts with Karnataka included Kalyani Steel, Ultratech Cement and Mahindra and Mahindra. Similarly, Chhattisgarh government also took this opportunity to network with the pool of business delegations. The Chief Minister of Chhattisgarh Mr. Raman Singh interacted with the delegations while at the Summit. Business delegations of many countries including Rwanda, Canada, Uganda and Dubai met with entrepreneurs and businessmen from Gujarat and other parts of India. As a Gujarati entrepreneur said, I could connect with plenty of foreign delegates. Hopefully in future formal talks would convert into real business, the Summit provided an opportunity for the business community to interact with each other. The summit also provided the perfect opportunity to small Indian Companies to expand their global footprint, either by entering into joint ventures or by starting new businesses abroad. Ahmedabad-based Avani Cimcon Technologies, which has been actively providing travel technologies and has planned the launch of its own social networking site in the travel sector, signed an MoU to invest US$50 million in USA, Latin America and Europe. Bhumi International plans to set up a packaging plant in Canada in order to take advantage of the country's growing adhesive tape exports. Adani Enterprises Limited, the largest company from the state, plans to invest US$10 billion in mining, port and railways in Indonesia and Australia. The decision of Bangalorebased ERL phase Power Technologies Ltd to invest ` 10 Crores in Canada's power sector through its Canadian company underlines the far-reaching impact of VGGIS 2011 In addition, a lot of niche sectors also saw an upsurge in terms of international delegations taking a note of them. For example, the government of Trinidad and Tobago is planning a strategic tie-up with the state government, offering special benefits to Gujarati filmmakers. The plan is to promote tourism along with giving a boost to the regional film industry. Many such cross-industry agreements have been signed making the Vibrant Gujarat Summit a truly global and all-encompassing event

Showcasing the Technological Wonders of the World
CM Narendra Modi inaugurated a hi-tech mega exhibition at Mahatma Mandir on the eve of the Vibrant Summit. The exhibition was open to the public from 15-20 Jan and over 10.5 lakh people visited this technological extravaganza. Spread over 33,000 square metres, the exhibition housed several theme pavilions, 300 stalls hosted by 16 countries and 19 states of India, and brought out the immense possibilities of development lying in 18 different sectors. 500 companies from across the world participated alongside small and medium enterprises. The site also included an infotainment zone, showcasing the most advanced digital technologies, e.g, a 3D walk through the future cities of Gujarat. User technologies such as motion sensors, surface touch and visual mediums were on display, providing an opportunity for people of all age groups to experience firsthand the latest technologies. As many as eight interactive screens allowed visitors the opportunity to play an interactive quiz too. Little wonder that it attracted hordes of people and was tagged as one of the stellar highlights of the Vibrant Summit. Other attractions included state industrial pavilions, tourism stall, book exhibition and around 33 stalls of art village During the inauguration, Mr Modi expressed confidence that the exhibition would help young entrepreneurs get a glimpse of future developments in different industries. The mega exhibition is an example of how hi-tech technology can be incorporated in the development of the state, he proudly added. The Mega exhibition garnered international participation from countries such as Japan, Canada, UK, US etc. The presence of major industrial houses such as Tata Motors, Siemens, IBM, Bombardier, Larsen& Toubro etc served to highlight the enthusiastic response of the business industry towards the Summit

Organised during the auspicious time of Navratri, the first Vibrant Gujarat Summit was an attempt by the state government to not just showcase the business potential of the Gujarati Samaj, but also culture, tradition and entertainment of Gujarat by blending them with commerce, trade and enterprise. The summit was organised at two commercial centres of Gujarat, Ahmedabad and Surat, in association with the Government of India, United Nations Industrial Development Organization (UNIDO), Federation of Indian Chambers of Commerce and Industry (FICCI) and Confederation of Indian Industry (CII). The main sectors of focus were Industrial Investment, Agro Processing, Biotech, Pharma, Natural Gas and Oil, Infrastructure, Mining and Tourism. The summit was inaugurated by the then Hon'ble Deputy Prime Minister of India, Shri L. K. Advani. 176 project proposals were compiled and then scrutinized for their viability. At the end of the Summit, 76 MOUs were signed or proposals received for investment of USD 1,400 billion. Uttarayan, which marks a change of season with the movement of the sun into the northern hemisphere. It was inaugurated by the Honourable Vice President of India, Shri Bhairon Singh Shekhawat. More than 6,000 people attended the inaugural ceremony. Sectoral theme pavilions showcasing the strength of Gujarat in the relevant areas were developed. Major industries, Government corporations and institutions participated in each sector. The event also hosted an exhibition along with seminars on the focus areas for investment in the state, including IT, Biotech, Agro, Energy, Gas, Petroleum, Non-conventional energy, Port & port-led industries, Financial Services, Textiles and Apparels, Gems & Jewellery, Tourism etc. The exhibition was held at the Science City with more than 200 exhibitors from various sectors. It attracted a large number of visitors from within

the state and outside. MoUs for setting up projects worth ` 87,000 crore were signed on the first day. Nternational participation was also solicited in this Summit, and to invite participation from global players, five delegations led by senior Ministers of the Gujarat Cabinet visited different parts of the world to hold discussions with NRIs, NRGs (Non Residential Gujaratis) and foreign investors. From amongst them, several investors and NRIs participated in the event, making it a huge success.

Vibrant Gujarat 2007


The third Vibrant Gujarat Global Investors' Summit was hosted at Ahmedabad, in which Gujarat emerged as a Global Investment Destination and justified its role as the Growth Engine of the Indian Economy. The inaugural ceremony got a splendid start with the rendition of 'Jai Jai Garvi Gujarat' hymn by four generations of singers. Present as the audience were a galaxy of leading global organizations across sectors, the biggest and best of India's corporate power houses including Reliance, Tata, Birla and the Essar group, public sector Navratnas like ONGC, Petronet, and Bharat Petroleum, industry associations, chambers of commerce and academic institutes. Eight foreign delegations and 200 representatives from abroad participated in the sector seminars and 20 world-renowned experts delivered speeches. Around 60 industrialists and investors held meetings with the

Chief Minister Mr. Narendra Modi in the course of the two days of the Summit. Shree Balaji Sadashivan, Minister of State for Foreign Affairs, the Government of Singapore was the Chief Guest in the Summit. Delegations from USA, China, Japan, Singapore, Australia, South Korea, Italy and Israel participated in the Summit too, making it an international event. MoUs worth ` 2.05 lakh crore were inked during the two day Summit ensuring a rapid development in urban areas of Gujarat. The Vibrant Gujarat Summit and the Urban Summit were preceded by another signal event Gujarat IT Summit. The IT Summit too was a resounding success with the signing of 19 MoUs entailing investments worth over ` 14,811 crore for setting up a slew of IT parks and SEZs, IT/ITeS units and telecom infrastructure.

The fourth Vibrant Gujarat Summit was organised based on the theme 'Gujarat Going Global' and was aimed at bringing together business leaders, investors, corporations, thought leaders, policy and opinion makers.
