The newly built Mahatma Mandir played host to the historic Fifth Vibrant Gujarat Global Investor's Summit on 12-13 January, 2011. Surpassing the success of the previous four summits, this summit witnessed record signing of 7936 MOUs and investment commitments in excess of $450 billion. It also proved to be an ideal platform for international delegates and businessmen to come down to Gujarat and forge long lasting relationships with the local business community of India. It is also important to note that Vibrant Gujarat 2011 was not about investments alone, as the summit provided a platform for co-operation in development between India and the world while facilitating the convergence of power, knowledge and technology. This booklet is an attempt to provide you a glimpse of this year's Vibrant Summit. It is often said that success begets success and this is proving to be especially true in the case of Gujarat. The figures provided in the booklet are as on 13th January 2011, and post the summit even more investments have been pouring into the state. This means that the actual figures are dynamic and are being revised on an almost daily basis. Gujarat has indeed taken a giant leap towards economic growth. On the back of the resounding success of the Vibrant Summit 2011, Gujarat today looks forward to a golden era of fast paced social and economic development.

have been a resounding success, attracting investment intentions worth more than USD 850 billion, with Summit 2011 alone garnering a total of 7,936 MoUs involving a record investment of USD 450-billion creating 52 lakh new job opportunities for the youth. Moving with the times, however, the Vibrant Summit 2011, housed inside the newly built Mahatma Mandir in Gandhinagar, managed to break away from the typical investment mindset. Not limited to growth in investments and development in Gujarat alone, the meet attempted to provide a global platform for cooperation in development between India and the world while facilitating the conver-gence of power, knowledge and technology. By exploring the global network of economic growth, this summit proved to be a sure step towards achieving the goal of allinclusive growth. by the presence of over 35,000 delegates including 1400 foreign delegates from 101 countries, more than 100 eminent political leaders and captains of industry, Japan and Canada as partner countries and 300 exhibitors handling stalls of over 16 countries and 19 states in the exhibition hall, it surely seems that the the summit's intentions have received the stamp of global approval. In lieu with knowledge sharing being at the core of this year's summit, another key feature of the 2011 Summit was the participation of a large number of national and international speakers for various seminars and discussions. housing, urban slum clearance and potable water in villages. Gujarat is truly marching towards an era of holistic all round development. In Gujarat, the government, officers and the people work in unison as one team to weave one story of success, taking the state to new heights. This is the reason for the successful realization of huge events like this Summit. This message of Good Governance emanates from Mahatma Mandir as a source of inspiration for the entire nation. Like the movement for Swarajya (Self Rule), Gujarat will also lead the people's movement for Surajya (Good Governance). In recent years, Gujarat has pioneered a large number of largescale projects which could become a trailblazer for other states to follow. One among them is the Sardar Sarovar project which interlinks most of the rivers in the state. River interlinking is a key issue facing India. Access to water will lead to increased ground water level, improve the quality of lives and create jobs in rural areas. Gujarat has also been at the forefront in terms of development models for improving the quality of lives, including in villages. Several of these schemes are being studied and adopted by other states as well, including: Tribal Development Model: most states in India have studied the Gujarat example. Jyotigram Yojana (making available 24 hours three phase quality power supply to all 18,000 villages): the Indian government has recommended other states follow the example. Evening Court: the Supreme Court has asked other states to start similar courts. oday, Gujarat has transformed from a power deficit to a power surplus state.
In a fantastic move that has eased the lives of millions of people, the Gujarat government through its Jyotigram Yojna has become the only state in the country to provide uninterrupted power supply to every single village in the state. As of now, the state is also the second largest producer of onshore natural gas in the country. In the previous Global Summit2009, 17 MoUs involving an investment of ` 46,000 crore were signed in the O & G sector. This Vibrant Summit, the results were even better with the Energy and Power sector receiving a total investment of ` 9.93 lakh crores. With the results of the Summit expected to provide employment to almost 75,000 people in the Power and Energy sector, Gujarat is well on its way in becoming the energy capital of India. A record 348 memorandums of understanding (MoUs) were signed on the very first day of the Summit itself. Gujarat has got a major forward thrust in the oil and gas sector by various investors expressing confidence through investments. A project to provide three phase 24 hrs power supply to all villages revolutionizes power in Gujarat. The project started in the year 2003 as a people's initiative and was later taken up by the state government. The project has covered all 18,065 villages of the state and the 9,680 suburbs attached to them. The project became function in a record time of 30 months, which is quite an achievement in itself.

s the world witnesses a growth in demand for clean energy, Gujarat recognizes green energy as one of its focus sectors and has thus emerged as a leader of India's future energy programme. Gujarat as a state has kept a constant emphasis on mitigation initiatives, exploiting the clean and green energy potential, through promotion of wind and solar energy and a state-wide gas grid. Gujarat is one state which has fully converted the challenges into an opportunity and ranks first in the country with maximum carbon credits. In Wind Energy, Gujarat has the 2nd highest potential in the country and third highest installed capacity. Its wind energy policy offers various incentives and exemptions to WTG operators such as conducive tariff, zero electricity duty, open access transaction and third party sale. This includes investments for a new super specialty chemicals unit at Dahej among other big ticket expansion projects. Often described as a veritable mosaic of colours, culture and charisma enriched with generous doses of the peoples warm and celebratory spirit and enhanced by 4,500 years of aweinspirting history, Gujarat never ceases to fascinate. It is also a land of many firsts - it has Asias only lion sanctuary, the only remaining site of the Indus Valley Civilization and the only temple clad summit of the Shatrunjaya. It is only in Gujarat that unique geological and topographical landscapes merge with centuries old cultural exuberance and coalesce seamlessly with a dynamic and vibrant future endowed with modern infrastructure. Gujarat's incredible tourism potential can be attributed to the sheer diversity of the state's landscape that promises an enriching and thoroughly enjoyable experience. Not surprising then, Vibrant Gujarat Global Summit-2011 put Gujarat on the world tourist map. The tourism sector got a big push with record signing of MOUs worth ` 72,000 crores for around 580 different tourism projects. These 580 projects are distributed amongst various themes like hotels, resorts, film studio, adventure tourism, wayside amenities, theme parks, medical tourism, beach resorts and religious tourism. The projects are such that they envisage and cover all aspects of tourism in the MOUs. Total around 360 companies signed MOUs, out of which around 135 companies have MOUs more than ` 100 crores. The top MOUs were signed by Atlanta Group, Mumbai and Concast Infratech, each over ` 5000 crores. Well known companies including the Mahindra Holidays, ITC, Macdonald's, Rahejas, Pacifica group also joined the band wagon. Default Paragraph Font;The future of Gujarat's tourism industry holds immense promise, especially in the operation of museums, health resorts, convention halls, zoos, jungle resorts, luxury trains and cruise operations. Experts are sanguine about the approval to grant industrial status to the tourism sector, thus providing benefits like concessions in electricity duty and tariffs, tax holidays and ease of land acquisition, as envisaged in the Industrial Policy, 2009. The Tourism Incentive Package Scheme 2010-2015, which offers a slew of concessions and tax holidays, is certain to stimulate growth in this sector. Manufacturing Sector
In the recently concluded Vibrant Gujarat Investors' Summit, industrial development opportunities reached a new pinnacle. All key sectors gained from the grand event that it was, but power, manufacturing, urban development and infrastructure sectors attracted the greatest interest from investors. The manufacturing sector, which includes chemicals, engineering, cement, pharma, textiles, food processing and gems & jewellery, attracted MoU proposals worth ` 4.73 lakh crore. The strength of Gujarat's manufacturing sector lies in its strong base of Micro, Small and Medium scale Enterprises (MSME). MSMEs have played a pivotal role in the industrial dispersal and the overall industrial development of the state. MSMEs have proved to be a major contributor to the economy of the state, especially in terms of value addition, employment generation, entrepreneurship development and inclusive growth. Currently, this sector accounts for 95% of industrial units and is contributing about 40% in terms of value addition in the manufacturing sector. More than 13 million MSMEs are spread over the country producing about 7,500 items and providing employment to more than 40 million people. SocioEconomic Review of Gujarat 2009-10 shows that from April 2007 to September 2009, 39,518 MSME units have been registered in the state with total investment of ` 20,251 crore. Vibrant Gujarat, over the years, has proved to be an effective solution of channelizing funds for MSMEs and for enhancing their market orientation. Other sectors like Gems and Jewellery, Agro and food processing, Pharmaceuticals, Minerals, Chemicals and Petrochemicals, Textiles and Apparels, Paper and Biotechnology have also received major boost in the form of investments in the Vibrant Gujarat Summit, making it the biggest ever event of such a scale that the country has ever witnessed. The Gujarat government is taking various incentives to make it an ideal destination for the manufacturing sector to put their facilities here, like simplification of procedures and adopting a single-window approach. Sectoral policies for promotion of investment and growth are being framed, and special industrial zones are being created. It is fast becoming a leader in encouraging private participation under the public-private partnership program, making it a truly global destination for the corporate world. No wonder that a lot of manufacturing majors are increasingly considering Gujarat for setting up their facilities

Showcasing the Technological Wonders of the World
CM Narendra Modi inaugurated a hi-tech mega exhibition at Mahatma Mandir on the eve of the Vibrant Summit. The exhibition was open to the public from 15-20 Jan and over 10.5 lakh people visited this technological extravaganza. Spread over 33,000 square metres, the exhibition housed several theme pavilions, 300 stalls hosted by 16 countries and 19 states of India, and brought out the immense possibilities of development lying in 18 different sectors. 500 companies from across the world participated alongside small and medium enterprises. The site also included an infotainment zone, showcasing the most advanced digital technologies, e.g, a 3D walk through the future cities of Gujarat. User technologies such as motion sensors, surface touch and visual mediums were on display, providing an opportunity for people of all age groups to experience firsthand the latest technologies. As many as eight interactive screens allowed visitors the opportunity to play an interactive quiz too. Little wonder that it attracted hordes of people and was tagged as one of the stellar highlights of the Vibrant Summit. Other attractions included state industrial pavilions, tourism stall, book exhibition and around 33 stalls of art village During the inauguration, Mr Modi expressed confidence that the exhibition would help young entrepreneurs get a glimpse of future developments in different industries. The mega exhibition is an example of how hi-tech technology can be incorporated in the development of the state, he proudly added. The Mega exhibition garnered international participation from countries such as Japan, Canada, UK, US etc. The presence of major industrial houses such as Tata Motors, Siemens, IBM, Bombardier, Larsen& Toubro etc served to highlight the enthusiastic response of the business industry towards the Summit

the state and outside. MoUs for setting up projects worth ` 87,000 crore were signed on the first day. Nternational participation was also solicited in this Summit, and to invite participation from global players, five delegations led by senior Ministers of the Gujarat Cabinet visited different parts of the world to hold discussions with NRIs, NRGs (Non Residential Gujaratis) and foreign investors. From amongst them, several investors and NRIs participated in the event, making it a huge success.

Shree Balaji Sadashivan, Minister of State for Foreign Affairs, the Government of Singapore was the Chief Guest in the Summit. Delegations from USA, China, Japan, Singapore, Australia, South Korea, Italy and Israel participated in the Summit too, making it an international event. MoUs worth ` 2.05 lakh crore were inked during the two day Summit ensuring a rapid development in urban areas of Gujarat. The Vibrant Gujarat Summit and the Urban Summit were preceded by another signal event Gujarat IT Summit. The IT Summit too was a resounding success with the signing of 19 MoUs entailing investments worth over ` 14,811 crore for setting up a slew of IT parks and SEZs, IT/ITeS units and telecom infrastructure.

Vibrant Gujarat 2005
The second Vibrant Gujarat Summit was planned to coincide with Gujarat's famous kite festival,
Poland, Korea, U.A.E., Malawi, Indonesia, Oman, Kenya, Italy, Singapore, Trinidad & Tobago, Vietnam, Uganda, Zimbabwe and Maldives also participated. In addition to that, the who's who of the Indian industry were present, including Mr. Ratan Tata, Chairman, Tata Group, Mr. K. V. Kamath, Chairman ICICI and President CII, Mr. Mukesh Ambani, Chairman, Reliance Industries, Mr. Kumar Mangalam Birla, Chairman, Birla Group, Mr. Shashi Ruia, Chairman, Essar Group, Mr. Anil Ambani, Chairman, ADAG Group, Mr. Sunil Mittal, Chairman, Bharti Enterprises among several others. 8,679 MoUs were announced, making promises of an investment of over ` 12,12,306 crores. Japan was the Partner Country for this Summit. This was the first time a country partnered with a state / province of another country. The exhibition was organized in a grand way, spreading over an area of 19,200 sq. meters. There were 232 stalls, having participation from eminent companies of India. 16 countries participated in the exhibition, including Japan, Korea, UK, Kenya, Arab League, Russia, Netherlands, Trinidad & Tobago, Czech Republic, El Salvador and Uganda
