I would like to bring the attention of your high office to the Consolidated Reserve List of the Civil Services (Main) Examination, 2009 declared by the Union Public Service Commission on 16-06-2011. The list consists of 113 candidates of which 90 candidates are from the general category, 22 from the OBC and 1 candidate from the SC category. It has come to my notice that 25 candidates from the Consolidated Reserve List of the Civil Services (Main) Examination, 2009 have already secured selection to various posts either in the earlier years or have secured higher ranks in the Main list of Civil Services (Main) Examination, 2010 and are likely to be allotted a better service in the awaited allocation. The details of the above said candidates are posted in the annexure attached below. The list would be shortened by 25 candidates if the candidates listed below opt out from allocation under the Consolidated Reserve List of the Civil Services (Main) Examination, 2009. This would enable the candidates lower down the list to have an opportunity to realize the higher service preferences. Such a step would also ensure that wastage of allocation which would arise from the non-joining of candidates with better services under their belt does not happen. I humbly request you to consider the above said facts and take necessary steps from the part of your department (preferably a pre-allocation screening for a candidates desirability for allocation under this list) to ensure that the allocation process is done effectively to the optimal benefit of all the candidates in the list.
