-(Ammoland.com)-TheNewYorkDepartmentof   EnvironmentalConservation(DEC)isfacingthelossofupto$20   millionfromitsshareoffederalPittman-RobertsonandDingell-Johnson   fundingastheresultofabudgetproposalthatwouldallowNewYorks   DepartmentofBudget(DOB)totapintothestate’sconservationfund.  ThePittman-RobertsonWildlifeRestorationandDingell-JohnsonSport  FishRestorationActslevyanexcisetaxonthesaleoffirearms,  ammunition,archeryequipment,fishingequipment,motorboatand   smallenginefuels,andthismoneyisreturnedtothestateseachyearvia   grantsfromtheU.S.FishandWildlifeService(USFWS).  Statefishandwildlifeagenciesinturnusethesefundstomanagefish   andwildlifepopulations,acquireandimprovehabitat,fundhunter   education,providepublichunting,fishingandboatingaccess,andbuild   andmaintainpublicshootingranges,amongothers.Huntersandanglers   havecontributedanastounding$13.7billionintheseexcisetaxessince   1937.  Butinordertoreceivethisvaluablefederalfunding,whichisallotted    basedonaformulathataccountsforastate’slandareaandtotalnumber   ofpaidhuntingandfishinglicenseholders,statesmustagreenotto   spendlice   nsemoneyandotherdedicatedwildlife   fundingonpurposes   outsideof wildlifeconservation.Iftheydo,theyri  sklosingtheirfederal  apportion   ments.  SuchisthecaseinNewYork.Gov.AndrewCuomo’s2011-2012budget  allowstheDOBtousemoneyfromtheconservationfundtobalancethe   state’sbudget,aproposalthathasputtheUSFWSonnotice.  “Evenifth   eDOBhasnointen   t  onusingcon   s   ervationfund    moneyforotherreasonsthanitsintent,thefactthatthe    budgetallowsforthemtodosoisenoughfortheUSFWSto    withholdP-R(Pittman-Robertson)andotherfunding,”DEC    DivisionofFish,WildlifeandMarineResourcesAssistant  DirectorDougStangsaidJuly5intheRegister-Star.“The   conservationfundwouldbeindeeptroublewithoutit.”  NewYorkoriginallyhaduntilJuly15toaddressconcernsraisedbythe   USFWSaboutthediversionofwildlifefunds,butthestatewasgivena   30-dayextensiontoamenditsbudgetorrisklosingthefederalmoney.  “ThePittman-RobertsonandDingell-Johnsonprograms   providecrucialfundingtomanagethenationswildlifeand   fisheries,”saidHannibalBolton,AssistantDirectorofthe    WildlifeandSportFishRestorationProgram.“TheFishand    WildlifeServicecloselymonitorssituationssuchasthisone   inNewYorkandstandsreadytotakethenecessaryaction.”  Forfiscalyear2011,NewYorkwasapportioned$9,133,327inDingell-  Johnsonand$11,215,150inPittman-Robertsongrantfunding—fora   grandtotalof$20,348,477.  NewYorkcouldnowbeinjeopardyoflosingsomeorallofthatmoney.  “Thisissueneedstogetfixedandfixedfasterthanthefederal  governmentwantstopullourfunding,”saidNewYork   SportfishingFederationDirectorBobDanielson.“Inthis   fiscalclimateweneedeverydollarwecanget.”  Thisisntthefirsttimeastatehasproposedtodivertwildlifefunds.   Arizona,Connecticut,Illinois,Kansas,NewJerseyandSouthDakota   haveallbeenguiltyinthepastoftryingtousehunters’dollarstoboost  theirbottomlines.  ItsalsonotthefirsttimeaNewYorkgovernorhasraided

theconservationfund.FormerGov.MarioCuomo,Andrews   father,raidedthefundtothetuneof$20millionin1990,although$15   millionwaslaterreturned.  Now,21yearslater,historystandstorepeatitself,unlessNewYork   rescindsthelanguageinitsbudgetthatallowsforconservationfund   dollarstobeusedforsomethingotherthantheirintendedpurpose.

-(Ammoland.com)-A$1.5milliongrantwillmake   animpressiveimpactonconservationintheSaginawBayregionof   MichiganwiththehelpofDucksUnlimited.  DUhasbeenawardedfundstorestoreemergentwetlandsto940acresof   landcurrentlyinagriculturaluseatShiawasseeNationalWildlifeRefuge.  The$1.5milliongrantwasformallyawardedbySustainOurGreatLakes   ataceremonythattookplaceatDetroitRiverInternationalWildlife   RefugeinTrenton,Mich.onFriday.SOGLawardedthefundsthrough   theGreatLakesRestorationInitiative,thefederalprogramdesignedto   targetthemostsignificantproblemsintheGreatLakesecosystem,  includinghabitatconservation,invasiveaquaticspecies,non-p   oint  sourcepol  lutionandcontaminatedsediment.  Theprojec   tlieswithintheShiawasseeFlats,a40,000-acrefloodplain    wetlandcomplexformedbytheconfluenceoftheBad,Cass,Flint,  Shiawassee,andTittabawasseeRivers.TheFlatsincludeadiversityof   naturalandmanagedwetlandsthathavehistoricallybeenacritical   waterfowlandwaterbirdstopoverareaintheGreatLakesregion.The   Flatsalsoprovidemanyadditionalecologicalandsocietalbenefits,  includinghabitatforotherwetland-dependentfishandwildlife,flood   controlandabatement,waterqualityimprovement,andareasfor   outdoor-basedrecreationandeducation.  Thisrestorationhastwoimportantimpacts.Therestoredwetlandswill  provideakeyconnectionbetweenotherrestoredwetlandsandthe   ShiawasseeRiver,providingvaluablehabitatforfish,waterfowl,and   otherwetland-dependantspecies.Itwillalsoimprovewaterqualityasit  movesdownstreamtowardstheSaginawBay.  SaginawBayW      atershedInitiativeN    etworkandDowChem     i  calC    ompany    providedfinancialsupport.DUalsoreceivedlettersofsupportfrom     severalsourcesincludingU.S.FishandWildlifeService,UnitedStates   GeologicalSurvey,MichiganDepartmentofNaturalResources,Saginaw    BayWIN,andtheShiawasseeFlatsCitizensandHuntersAssociation.  ThegrantwasawardedthroughtheSustainOurGreatLakes,whose   missionistosustain,restore,andprotectfish,wildlife,andhabitatinthe   GreatLakesbasinbyleveragingfunding,buildingconservationcapacity,  andfocusingpartnersandresourcestowardkeyecologicalissues.  “Restorationsofthismagnitudearedifficulttocomebynot  onlyintheSaginawBaywatershed,butanywhereinthe   GreatLakesbasin,”saidDaneCramer,regionalbiologistat  DUsGreatLakes/AtlanticRegionalOffice.“Thisprojectwill  makeappreciableimpactstothethousandsofwaterfowlthat  migratethroughSaginawBayandtheShiawasseeFlatsarea   everyspringandautumnaswellasimportantfishspecies   andotherwetlanddenizens.”   Withmorethanamillionsupporters,DucksUnlimitedistheworlds   largestandmosteffectivewetlandandwaterfowlconservation   organizationwithmorethan12millionacresconserved.TheUnited   Statesalonehaslostmorethanhalfofitsoriginalwetlandsnature’s   mostproductiveecosystemandcontinuestolosemorethan80,000    wetlandacreseachyear.  Tags:ConservationNews,ConservationProjects,DU,DuckUnlimited,  Michigan
