wasdeterminedbyconsideringseparatelettersquotingalump-sumamount,inviolationofthemanualprovisionsgoverningitemratetenders.Useofcorrectionfluidintenderdocuments,andlargenumberofcuttings/correctionswereseeninanotherbid.Thesebids,asperrules,wereliableforrejection,butwereacceptedbyPWD.Wenoticedcasesofnon-compliancewithqualitystandards,withtwocaseswherebatchesofsteelwithvariationinweightoutsideofthepermittedtolerancelimitwerenotrejected,andonecasewhereanimportanttestforassessingstrengthofpileswasnotcarriedout.PWDincorporated,atthelevelofCEIanewclauseforpricevariationinsixprojectsbydeletingexistingstandardclauses.Wefoundinstancesofinaccuraciesinthepreparationofdetailedestimates.Inonecase,thisledtowrongassessmentofthelowestbidder,andintheprocessanexpenditureofRs.3.55crorewasincurredinexcessofrequirement.Incorrectestimateofanotheritem,masticasphalt,ledtoanadditionalavoidablepaymentofRs.
