ConnaughtPlace(CP)anditssurroundingshaveahistoricallegacyandhaveemergedastheMetropolitanCityCenter,aspertheMasterPlanforDelhi2021.InApril2004,Chairman,NDMCdirectedNDMCtoinitiateactionforrestorationofConnaughtPlacebeforeCWG-2010.Thechronologyofsubsequenteventsissummarisedbelow:

InouropinionNOMCshouldhavedividedthisprojectintomanageablepackages,soorganizedastominimizetrafficdisruptionacrossthewholeofCPandthentakenuponlythoseprojectcomponents,whichcouldhavebeencompletedbyJune2010(beforetheonsetofthemonsoon).NOMC,however,chosenottofollowsuchanapproach.Theprojectwasplaguedbyunduedelays.ThedecisiontoinitiateactionwastakeninApril2004.TheDPR,howeverwassubmittedonlyinFebruary2008andDUACclearancereceivedinNovember2008.Itwas,therefore,unreasonabletoexpectthattheprojectcouldhavebeencompletedintimefortheGames.Further,theconstraintsoftrafficmanagement,consideringtheimportanceofCPtoDelhi'straffic,madethistaskevenmoredifficult.
