 The ICT Board has a four fold mandate
1.Positioning and promoting Kenya as an ICT destination (locally and internationally), especiallypromoting Business process Outsourcing (BPO) and Offshoring.2.Advise the government on all relevant matters pertaining to the development and promotion of ICTindustries in the country3.Providing government and other stakeholders with skills, capacity and funding for anchorimplementation of ICT projects for development.4.Coordinating, directing and implementing anchor ICT projects in development.The above mandates encompass various bodies of stakeholders including the e-government Directorate,Ministry of Information and Communications, Kenya Education Network, local BPO companies,international ICT investors, vendors and the ICT community at large.

Inherent in the World bank funded Kenya Transparency andInfrastructure Project is a Monitoring and Evaluation element that seeks togauge the progress of the project and its efficacy by monitoring various keyindicators that cut across different areas that affect ICT in Kenya.

 There is presently no single source of comprehensiveinformation on the Kenyan ICT Sector. What exists is fragmented and sits withdifferent stakeholders and does not allow a birds eye view of the market.
