themostrecentyeartorwhichauditeddataisavailable,thetargetcapacityofthebuildingwas2,148students,andtotalenrollmentoftheschoolsandprogramsinthebuildingwas1,692students,yieldingabuildingutilizationrateof88%.2In20I0-2011,BrandeisHighSchooldidnotadmitanynewstudents,FrankMoCourtopened,andtheotherschoolseachaddedonegradeIcvel.In2010-2011,theprojectedtotalenrollmentattheBrandeisCampusis1,353students.Wheneachofthehighschoolsisatscale,thetotalhighschoolenrollmentinthebuildingisexpectedtobe1..525-l,600students.Thus,thereissufficientspacewithintheBrandeisCampustohouseanadditionalschool.TheDepartmentofEducation("DOE")supportsopeninganadditionalSuccessAcademypubliccharterschoolinDistrict3asawaytoincreaseaccesstohigh-qualityschoolsforDistrict3families.FamiliesresidinginDistrict3willbegivenpreferenceforadmissiontoSACS.TherearecurrentlysevenSuccessAcademypubliccharterschoolsinManhattanandtheBronx,includingtwoinDistrict3,In2009-20I0,86.0%orHarlemSuccessAcademy1students(84M351,"HSA1")scoredat-or-abovegradelevel

theStateEnglishlanguagearts(ELA)test,and94.2%ofstudentsscoredat-or-abovegradelevelontheStatemathtest.TheseresultsareamongthehighestofanyschoolinDistrict3.Onlytwoselectiveschools-TheAndersonSchool(03M334),whichisacitywideGiftedandTalentedschool,andSpecialMusicSchool(03M859,),whichadmitsstudentsbasedonmusicaltalent-exceededHSA[inbothELAandmath.HSAresultswerehigherthananyDistrict3zonedelementaryorK-8school.SuccessAcademyCharterSchoolhasbeenapprovedbySUNYtoserveupto689studentsinKindergartenthroughfifthgrade.TheDOEhasinformedSuccessCharterNetworkthatthespaceavailableintheBrandeisCampuscannotsupportthatscaleofenrollment.In2011-2012,thefirstyearoftheproposed

Nextyear,theBrandeisEducationalCampuswouldcontinuetohousethefivecurrenthighschools,theLYFE[lI"ogram,theschool-basedhealthclinicaodSACS.BrandeisHighSchoolwillcompleteitsphase-outattheendofthe2011.-2012schoolyear;afterthatpoint.thebuildingwouldhousethefourcurrentlyphasing-inhighschools,SACS(ifthisproposalisapproved),theLYFEprogramandtheschool-basedhealthclinic.Therearenootherproposedusesforthebuildingotherthanthosedescribedabove.
III.ImpactoftheProposalonAffectedStudents,Schools,andCommunity
A.Students
Ifthisproposalwereapproved,
all
highschoolstudentsenrolledintheBrandeisEducationalCampuswouldcontinueintheircurrentschools,withthespaceallocationofeachschoolalignedtotheDOf2standardsforhighschools.AllschoolswouldshareseveralroomsinM470.includingthegymnasiumandtheauditorium.Thehighschoolswouldcontinuetosharethelibrary.
