INVOLVEMENT OF THE BELGIAN AIR FORCE

I thought it would be worthwhile to de scribe brie fly the social
conte xt be fore going on to discuss the involve me nt of the Air
Force in the de bate on UFOs.
Whe n I was aske d to atte nd the SOBEPS pre ss confe re nce on 18
De ce mbe r 1989, as Chie f of Ope rations of the Air Staff, I was
sce ptical about the e xiste nce of UFOs. Having said that, I was
de te rmine d to approach the proble m without pre judice , as far as
possible , and to e xamine it in an obje ctive manne r. Two factors
be came appare nt to me during this pre ss confe re nce . Firstly, the
e vide nce was re markable . It was not frivolous and was pre se nte d
in a natural and rathe r mode st manne r: no trace of se nsationalism
or e xagge rate d me dia "hype ".
Se condly, the approach of SOBEPS was
sobe r, obje ctive and base d on scie ntific facts. Evide nce which
could be linke d to natural phe nome na was re je cte d imme diate ly.
Anothe r important factor: ce rtain journalists had the arme d
force s as the ir targe t, in particular the Air Force . The
phe nome na obse rve d we re alle ge d to have be e n e xpe rime ntal
aircraft, the e xiste nce of which was to be conce ale d from the
public.
Some saw a link with the F- 117 and use d the opportunity to
criticise Ame rican "impe rialism". The alle ge d se rvility of the
Be lgian authoritie s, who had, consciously or not, allowe d such
e xpe rime nts, was also de nounce d. More ove r, the re we re rumours to
the e ffe ct that obse rvations of ce rtain UFOs had be e n made
by
military radars, about which no information could be disclose d.
Initially, the Air Force was oblige d to de ny the hypothe sis of
e xpe rime ntal te st flights. This was fairly simple , and the
conte xt is amply de scribe d in the pre vious chapte rs. The Air
Force could put its cards on the table for the simple re ason that
the re was nothing to hide , and that it was impossible from a
te chnical point of vie w that an F- 117 could have be e n involve d.
In addition, the se riousne ss of the e vide nce and the
profe ssionalism of SOBEPS we re factors which prompte d the Air
Force to de cide on the ne e d for a more in- de pth study. This is
why it had de cide d be fore the holding of the pre ss confe re nce to
try
to ide ntify the nature and origin of ce rtain obse rve d
phe nome na. The big que stion was, howe ve r, with what me ans?

by any aircraft whatsoe ve r must be the
subje ct of an official re que st and must re ce ive cle arance from
the civil and/or military authoritie s. The se two bodie s are
re sponsible for coordinating all air move me nts during the night
so that the ide ntity of all aircraft in flight is known, toge the r
with the ir inte ntions, the aim be ing, of course , to e nsure the
safe ty of air navigation. In the case of the UFO obse rvations,
it was the re fore a case of che cking whe the r any non- re gulation
flight had be e n carrie d out. If this we re inde e d found to be the
case , it goe s without saying that we would have to try to
ide ntify the se aircraft.
