How can communities lead meaningful change in their neighbourhoods? What approaches to stimulating and supporting community-led action work best in different areas?How can government and funders catalyse locally-led innovationin a way that achieves impact at any kind of scale?
These are some o the questions that we are trying to answerthrough the Neighbourhood Challenge, learning rom thepractical experience o 17 community organisations acrossEngland that are testing new ways to galvanize and supportlocal people to take action in their neighbourhoods.The Neighbourhood Challenge is a programme rom NESTA andthe Big Lottery Fund, two organisations with a long-standinginterest in and passion or the potential or communities tocreate innovative responses to their own priorities.In 2008 NESTA ran the Big Green Challenge, at the time, theworld’s rst social Challenge Prize demonstrating that with theright incentives and support communities could be the sourceo radical new solutions to seemingly intractable problems. TheBig Lottery Fund’s Village SOS has shown that communitieshave incredible and oten untapped capacity that can beunleashed through a careully designed intervention. These arenew ways o unding community action that unlock the assetsand creative potential that exist in all communities.We started with a simple shared assumption: that equippedwith the right skills, practical tools and small, catalytic amountso money, community organisations can also unlock thathidden potential and galvanise people to work together tocreate innovative responses to local priorities. We wanted touse practical examples to test this assumption, creating newinsights into the skills, tools, nance and support that would beneeded, and learning about the system-level changes necessaryto have impact at scale.O course, this is what many o the best communityorganisations have been doing or a very long time.
