Authority: 08 JSCP CONPLAN 3501 Purpose Describes DOD support to civil authorities during natural disasters and civil emergencies; the focus is timely, effective, and efficient support to save lives, reduce human suffering, and mitigate great property damage. Provides developed, all-hazards concept of operations for support provided within the auspices of the NRF.
DOD response is scalable and tailored to the event and requests for support from civil authorities. Two primary COAs:
Notice Events (NSSEs, special events, hurricanes, etc.) No Notice Events (earthquakes, terrorist attacks, etc.)
Anticipate and execute a timely and effective response in support of the primary agency during special events and to mitigate the effects of a disaster. Provide appropriate DOD capabilities in a timely manner to assist civil authorities to provide necessary services and recover as quickly as possible. NC CDRs Intent: Anticipate and execute a timely and effective response in support of the primary agency during special events and to mitigate the effects of a disaster. Provide appropriate DOD capabilities in a timely manner to assist civil authorities to provide necessary services and recover as quickly as possible. (a) (U) End State. National authorities (in consultation with local, state and tribal authorities) have determined that military assistance is no longer required, civil authorities are conducting necessary sustainment operations, and OPCON of deployed assets is transferred back to their respective commands. (b) (U) Strategic Objectives (1) Anticipate USNORTHCOM requirements to respond to RFAs from the Primary Agency. (2) Achieve Unity of Effort with local/tribal, state (including National Guard), and other federal responders. (3) Collaborate with DOD, interagency, and intergovernmental partners. (4) Establish interoperable, flexible, and scalable C2 for deployed USNORTHCOM assets. (5) Coordinate closely with the Primary Agency to keep the American people informed.
Current JFLCC CDRs Intent When directed by CDRUSNORTHCOM, provide DOD capability to minimize the impact of domestic emergencies and special events on the US populace and critical infrastructure by anticipating, planning and executing, a timely, safe, effective and efficient response to requests for DSCA. (a) (U) End State. JFLCC DSCA operations conclude when a transition of incident management takes place between civil authorities and the JFLCC. All JFLCC personnel conduct redeployment operations and return to their home station. (b) (U) Key Tasks. 1. (U) Deploy DCO/E to assist and coordinate with the Primary Agency. 2. (U) Alert and assemble NSAT/JTF/OCP/MCP and on order deploy NSAT and or JTFs/OCPs to respond to DSCA CM incident requirements. 3. (U) Provide flexible and effective C2 of designated DOD response forces. 4. (U) Set the theater to support USNORTHCOM Land Operations and provide theater level support to the AOR and JOA(s). 5. (U) Effectively and efficiently execute Mission Assignments (MAs). 6. (U) Anticipate DOD requirements to rapidly provide DSCA to the PA IAW the NRF. 7. (U) Conduct JRSOI. 8. (U) Acquire, manage, and distribute reimbursable budget authority (RBA)- UJTL OP 4.8. 9. (U) Achieve unity of effort with local/tribal, state and other federal responders. 10. (U) Maintain and share a Common Operational Picture.

Joint Incident Objectives (UCG provides through DCO) Conduct situational awareness and determine the extent of follow-on requirements. Implement measures to ensure the security, health, and safety of emergency response personnel. Conduct life-saving support in the impacted area, to include the urban search and rescue, and medical support (DMAT, DMORT, VMAT, USAR) and determine effectiveness of current efforts. Bring life-sustaining support to the impacted area, to include support for sheltering and feeding operations. Assist in protecting, stabilizing, and restoring critical infrastructure. Release emergency public information thru the JIC that ensures accurate and targeted communications to the public from all response agencies within the Unified Coordination Group. Information should support managing expectations and in multi-cultural/lingual environments. Develop a common operating picture and provide accurate reports vertically and horizontally regarding Unified Coordination Group operations. Identify, utilize and reposition disaster facilities: Points of Distribution, and Field Offices as required for operational effectiveness Establish disaster facilities: Base Support Installation, Staging Areas. Identify and validate requirements for and conduct evacuation and mass care to include buses and shelter requirements for people with access and functional needs, people with medical needs, the general population, and pets/service animals. Query mutual aid resources, to include fire, law, coroner, and public health/medical. Ensure public safety information systems are operational (911 and tactical radio). Establish Initial Operating Facility (IOF) in FEMA Operational Area Field Office

STABILIZE Begins when military & civilian authorities decide that DOD support will scale down. Ends when DOD support is no longer required by civil authorities and transition criteria are established. Success is achieved when all operational aspects of MAs are complete.
REDEPLOYMENT Begins with the redeployment of remaining DOD forces. Ends when response forces have been relieved, redeployed, and OPCON is transferred to their respective commands. Success achieved when DOD forces have transitioned all operations back to civil authorities

When directed by the CDR USNORTHCOM, USARNORTH, as the JFLCC, deploys JTF/JTFs to command and control Title 10 DOD response forces conducting DSCA operations in the designated AOR, to support the Primary Agency assisting federal, state, local or tribal authorities to mitigate effects of special events during special events.
