ABSTRACT
The development of cities shows that even before be the place where individualsdevelop their activities in the urban environment is that capitalist interests appear with greater force. With the goal of perpetuating the reproduction of capital is that itoccurs sectorization of the urban landscape, defining areas for housing and other exclusively used for the development of other services. Because playbackenvironment of capitalism is common in areas where there are conflicts inherent inthe city division of society into classes. In these conflicts we see the role of modelingagents of urban space from its action determine the location of each activity in theinner cities. Among the actors mentioned stand out excluded groups and the state.This presents two distinct functions, and both serve the interests of the ruling classesas allowing access for low income classes to urban services and housing. Those arethe result of the resistance of the urban inhabitants finding that even under adverseconditions can not fail to do their work and not have great purchasing power oftenoccupies an area considered unsuitable for the deployment of any dwelling.

INTRODUÇÃO
Desde a década de 80 que, aproximadamente, 70% da população brasileiramora em áreas urbanas, principalmente nas regiões metropolitanas. Contudo esseprocesso de urbanização não foi acompanhado de maneira igualitária pelaconstrução de habitações nas cidades, tendo como conseqüência o crescimentodesordenado e dificuldades no acesso à moradia.O aumento da população urbana acaba gerando demandas tanto de ordemsocial quanto de ordem estrutural. Entretanto, cabe destacar que nem sempre essasnecessidades são atendidas de maneira adequada. Dentre as demandas estruturaisencontramos a carência de saneamento básico, ineficiente distribuição de energia
