Preamble1
For different protection of mankind, environment and democracy
Preamble by the publishers at the launch of the series of papers:
Effects of Mobile Radio and WirelessCommunication
The bio-scientist Ulrich Warnke ismore familiar with nature’selectromagnetic housekeeping thanmost. In this paper, he shows howwise and sensitive nature was aboutusing electrical and magnetic fields inthe creation of life. But he can for thisreason also convincingly criticise thepresent foolish and irresponsibleinterference in nature’s house-keeping. It is clear from his paper thatthe powers that be in politics, theeconomy and science are in theprocess of destroying what naturehas built up over millions of years. The traces of this destruction havelong been evident in our livingenvironment. The paper shows, however, how short-sightedly we aretreating not only our health and theeconomy, but especially also futuregenerations’ right to life.
1
All of theabove is documented not asprobabilities but based onreproducible effects. This should givepause also to those who regularly justify their actions with the argumentthat they are unaware of any proof of damage.Under the term “radiocommunication”, we combine allwireless communication technology, increasingly flooding our residentialzones and the environment withelectromagnetic fields. A recent, comprehensive research report bythe
BioInitiative Working Group
, aconsortium of renowned internationalscientists, shows how many of thedamaging effects of such fields havealready been proven(www.bioinitiative.org). The reportevaluates the present limiting valuesas a useless edifice, protectingnobody. Based on this, the EuropeanEnvironment Agency (EEA), the topscientific environment authority of theEU, has warned of the possibility of looming environmental disastersfollowing the increasing density of electromagnetic fields. And thecoordinator of the European Reflexproject, Prof. Franz Adlkofer, hasinformed the public on the newresearch results, proving the highdegree of gene-toxicity of UMTSradiation. The public is little aware of theserisks because they are hardlyaddressed in the “enlightenment”provided by officialdom and industry. The public is given the assurance thatthey are well-protected by the limitsand the compliance-assuringmeasurements and that UMTSradiation is as harmless as GSMradiation – more antennae inresidential areas are recommended inprinciple.
2
And whilst Ulrich Warnkedemonstrates how vulnerable manand environment are, we are told thatwe are more robustly organised thanour machines.
3
The original “radiationprotection” has deteriorated to theprotection of commercial interests. The involvement of government inindustry and the high percentage of industry-financed research andindustry-beholden panels andconsultants, have spawned aquestionable system of environmentand consumer protection. Only thatwhich does not seriously endanger common commercial interests isnoted and supported. The rights of the citizen to protection and thesuffering of the people are flatlyignored. Those with politicalresponsibility have apparently still notrealised that their negligent handling of the obligation to take precautions haslong since been proven to be one of the main causes of past environmentaldisasters and scandals.
4
As a result of their quarrel with politicsof carelessness, an interdisciplinaryassociation of scientists andphysicians founded the
CompetenceInitiative for the Protection of Mankind, Environment and Democracy
in May 2007(www.kompetenzinitiative.de). Thispaper is the first in a new scientificseries. The reported results areintended as a correction to trivialising“enlightenment” that does not protect, but endangers. The series intends tomaintain a high level of technicalinformation, without being unreadableto the interested layman.

Preamble2Placing economic interests aboveculture and morality has contributedsignificantly to turning Germany intoa country of declining education. Asthe journalist Hans Leyendecker sotellingly describes in his book
Diegroße Gier
,
it started Germany tooon a new career on the ladder of corruption. There is nothing that thebusiness location Germany needsmore, he concludes, than “newethics”. But this also requires adifferent perception of progress.Whether we can watch TV via our mobile telephone, is irrelevant to our future. Our future will depend onwhether we can return to more human, social and ethical values again in theshaping of our lives and our relationship with nature.Everyone who thinks beyond todayand who inquires about what it meansto be human is, in our opinion, calledupon to contribute to this future:politicians guided by values rather than economical and tactical electionissues; scientists and doctors moreoften remembering their obligation tothe wellbeing of society and mankind;companies understanding, also inGermany, that profit and moralitymust be in harmony if they wish toremain successful in the long term. But what we need above all is criticalcitizens, who can spot the differencebetween technical progress andconsumer foolishness: Citizens who, inboth their roles as voters andconsumers, remember that democracyonce meant rule of the people, notruling the people. The dramatic escalation of recordeddegradation challenges those withpolitical responsibility to take to heartthe protection directives of theconstitution and the EuropeanConvention on Human Rights. Tobase your actions affecting millions of your protégés on a half truth, at best, appears to us a political crime affectinghealth and the future – considering thestate of our knowledge.Religious and ethical cultures stillprofess to the mandate of conserving creation. But its actualtreatment is guided by the pseudoculture of a new class of masters whoruthlessly exploit and manipulate theorganisation, finally destroying it.
