authorizedtopromoteandsellunlimitedquantitiesofeachissueorseriesofCookIslandsstampsprovidedtheGovernmentoftheCookIslandsreceived50percentoftheproceedsofallstampssoldoutsidetheCookIslands.Grossproceedsofapproxi-mately$1.5millionwerereportedtotheGovernmentoftheCookIslandsfortheyearendingDecember31,1978.TheGovernment'sshareoftheseproceedsrepresentedover20percentofitstotalrevenuesforthecorrespondingperiOd.InJanuary1978,SirAlbertHenry,astheLeaderoftheCookIslandsParty,thenthemajoritypartyintheCookIslandsLegislative·Assembly,determinedtoscheduleageneralelectionintheCookIslandsforMarch1978.IfSirAlbertHenryweretoremainasPremierforthefour-yeartermbegin-ningafterMarch30,1978;itwasessentialthattheCookIslandsParty-winamajorityofseatsintheLegislativeAs-semblyinsaidgeneralelection.Thestampdistributionagree-mentbetweenKennyandtheGovernmentoftheCookIslandswassubject·torenewaldu'ringthenextPremier'stermofofficebeginningafterthe.generalelectionofMarch30,1978.KennyandKennyInternationalCQuidonlybeassuredofrenewalofthestampdistributionagreement.bythecontinuationoftheCookIslandsParty'scontroloftheLegislativeAssemblyandtheretentionofSirAlbertHenryasPremier.Anticipatingthattheelectionwouldbecloselycontested,SirAlbertHenryandhisfellowpartyofficials·determinedthatto.guaranteetheirparty'scontinuedcontrolintheLegislativeAssembly
