THE
STATE
OF
NEWYORKTheU.S.DepartmentofAgriculture,AnimalandPlantHealthInspectionService(USDAAPHIS),WildlifeServices(WS)programrespondstorequestsforassistancefromindividuals,organizationsandagenciesexperiencingdamagecausedbywildlife.Ordinarily,accordingtoAPHISproceduresimplementingtheNationalEnvironmentalPolicyAct(NEPA),individualwildlifedamagemanagementactionsmaybecategoricallyexcluded(7CFR372.5(c),60Fed.Reg.6000-6003,1995).ToevaluateanddetermineifanypotentiallysignificantimpactstothehumanenvironmentfromWS'plannedandproposedprogramwouldoccur,anenvironmentalassessment(EA)wasprepared.TheEAdocumentstheneedforCanadagoosedamagemanagementinNewYorkandassessedpotentialimpactsofvariousalternativesforrespondingtodamageproblems.TheEAanalyzesthepotentialenvironmentalandsocialeffectsforresolvingCanadagoosedamagerelatedtotheprotectionofresources,andhealthandsafetyonprivateandpubliclandsinNewYork.WS'proposedactionistoimplementanIntegratedWildlifeDamageManagement(J'vVDM)programonpublicandprivatelandsinNewYork.Conunentsfromthepublicinvolvementprocesswerereviewedforsubstantiveissuesandalternativeswhichwereconsideredindevelopingthisdecision.WSistheFederalprogramauthorizedbylawtoreducedamagecausedbywildlife(Actof1931,asamended(46Stat.1486;7U.S.C.426-426c)andtheRuralDevelopment,Agriculture,andRelatedAgenciesAppropriationsActof1988,PublicLaw100-102,Dec.27,1987.Stat.1329-1331(7U.S.C.426c),andtheAgriculture,RuralDevelopment,FoodandDrugAdministration,andRelatedAgenciesAppropriationsActof2001,PublicLaw106-387,October28,2000.Stat.1549(Sec767).Wildlifedamagemanagementisthealleviationofdamageorotherproblemscausedbyorrelatedtothepresenceofwildlife,andisrecognizedasanintegralpartofwildlifemanagement(TheWildlifeSociety1992).WSusesanIntegratedWildlifeDamageManagementapproach,commonlyknownasIntegratedPestManagement(WSDirective2.105)inwhichacombinationofmethodsmaybeusedorrecommendedtoreducedamage.\VSwildlifedamagemanagementisnotbasedonpunishingoffendinganimalsbutasonemeansofreducingdamageandisusedaspartoftheWSDecisionModel(Slateetal.1992,USDA1997,\VSDirective

Resourcemanagementagencies,organizations,associations,groups,andindividualshaverequestedWStoconductCanadagoosedamagemanagementtoprotectresourcesandhumanhealthandsafetyinNewYork.AllWSwildlifedamagemanagementactivitiesareincompliancewithrelevantlaws,regulations,policies,ordersandprocedures,includingtheEndangeredSpeciesActof1973.ConsistencyTheanalysesintheEAdemonstratethatAlternative1:1)bestaddressestheissuesidentifiedintheEA,2)providessafeguardsforpublichealthandsafety,3)providesWSthebestopportunitytoreducedamagewhileprovidinglowimpactsonnon-targetspecies,4)balancestheeconomic
 
EffectsonTargetCanadaGoosePopulationsEffectivenessofCanadaGooseDamageManagementEffectsonAestheticValuesHumanenessandAnimalWelfareConcernsofMethodsUsedbyWSEffectsonNontargetWildlifeSpeciesPopulations,IncludingT&ESpecieseffectstoagriculturalandnaturalresources,andproperty,and5)allowsWStomeetitsobligationstogovernmentagenciesorotherentities.
Monitoring
TheNewYorkWSprogramwillannuallyprovidetotheU.S.FishandWildlifeService(USFWS)andtheNewYorkStateDepartmentofEnvironmentalConservation(NYDEC)theWSlethaltakeoftargetandnon-targetanimalstohelpensurethetotalstatewidetake(WSandothertake)doesnotimpacttheviabilityoftargetandnontargetwildlifespecies.Inaddition,theEAwillbereviewedeachyeartoensurethatitandtheanalysisaresufficient.

Thepre-decisionalEAwaspreparedandreleasedtothepublicfora45-daycommentperiodbyalegalnoticeinthe

TheproposedactionisforWStocontinuetoimplementanIntegratedCanadaGooseDamageManagementProgramthatrespondstorequestsfortheprotectionofproperty,agriculturalresources,naturalresources,qualityoflife,humanhealth,andhumansafetyinNewYork.

RequestsforassistancemayoccuranywhereandanytimeinNewYork.Theprogramwouldincludetheuseoflegaltechniquesandmethods,usedsinglyorincombination,tomeetrequestorneedsforreducingconflictswithCanadageese
(see
