Hmmm, I just had a look at the NCA census and it loks like it MIGHT be the San Franciso Zoo. Saratoga Springs is in Upstate New York. The one at the San Francisco zoo is a three-row Dentzel/Illions mix.

Is that the carousel at Saratoga springs on the cover? It has the distinction of being Marcus Illions' only 2-row machine. I was there in 2003! :)
