Dear Maxine,
Thank you for your considerate letter of yesterday, February 23, 1994 regarding
the pending re-appointment or non re-appointment of Ms. Leslie Hayes. | now
write to inform you that | will be making no recommendation on the re-
appointment or non re-appointment of Ms. Leslie Hayes. | recognize, both from
my long years of experience as a CUNY administrator and because of the
confirmation of the fact by your office earlier today, that no decision will result in
a re-appointment by default, but | prefer this result to making any
recommendation at this time.
My personal knowledge of Ms. Hayes’ job performance will not allow me in
good conscience to recommend re-appointment. However, | find that the
present state of her official personnel file would not sustain a recommendation of
non re-appointment. Under these circumstances, | am, therefore, declining to
make any recommendation. | will place an appropriate letter in Ms. Hayes' file
which will address the situation as | view it and will be available prospectively for
appropriate consideration. | fully understand the consequences of this action on
my part and am grateful to you and your office for your consideration.
Please accept my kindest and best personal regards
Sincerely,
Haywood Burns
