DearSpecialMasterBlatz:AtthefirsthearingbeforetheSpecialMasteronFriday,July1,thesubstantiveparticipationofSpecialCounseltoGovernorwaslimitedbythelast-minutedisclosureoftheagendaandthefactthatdecisionmakerswereheavilyinvolvedinthefirstdayoftheshutdown.Intheaftermathofthathearing,andovertheholidayweekend,wecommunicatedwiththeGovernor,metwiththeGovernor'sstaff,andmetwithfiveCommissionerstoreviewtheissuesraisedonJuly1andlikelytoberaisedtomorrow.TheCommissioners'staffsarefullyengagedandcommittorespondpromptlytoissuesraisedintheSpecialMasterhearings.Further,becausemanyoftheissuesrelatetotheDepartmentofHumanServices,CommissionerLucindaJessonwillbepresentatthehearingtomorrow,commencingat7:45a.m.,totrytoresolveonthespotasmanyissuesaspossible.AsweconsideredthebestwaytopresentthepositionoftheGovernor,wesettledonadocumentwehavecaptioned
