Edinburgh in Scotland has a festival a bit like the one you lastly describe, and about the 'folklore' called comedy. Maybe the Scots are saying folklore is comedy or is comedic or should be. Perhaps some folks are too serious about their lore or law. In my kind of tradition, there are group celebrants, as are for groups to climb a mountain, though remaining theirs, a sole occupation.
