With the dynamic growth and innovative expansion of the global communications platform, especially in Asia, over the next ten years, ASEAN will increasingly organize and communicate with all members of the region via this digital platform.

Our experiences over the last three years in building Deep Social Networks within ASEAN clearly confirms that the digital world is being accessed and utilized more and more by growing generations of ASEAN young people.

The summary recommendations reinforce, develop, and emphasize the opportunity to apply a principle-centred approach to building a people-centred ASEAN that utilizes the Digital Fourth Way as a platform for building connectivity, cooperation, and prosperity in the region rather than conflict and disunity.

With the dynamic growth and innovative expansion of the global communicationsplatform, especially in Asia, over the next ten years, ASEAN will increasinglyorganize and communicate with all members of the region via this digitalplatform. Our experiences over the last three years in building Deep SocialNetworks within ASEAN clearly confirms that the digital world is being accessedand utilized more and more by growing generations of ASEAN young people.The following recommendations reinforce, develop, and emphasize theopportunity to apply a principle-centered approach to building a people-centredASEAN that utilizes the Digital Fourth Way as a platform for building connectivity,cooperation, and prosperity in the region rather than conflict and disunity. Wevery respectfully recommend that:1.
 
The Digital Fourth Way and the SEED-SCALE approach outlined in theconcept proposal
UTILIZING THE DIGITAL 4TH WAY AS A PLATFORM FORBUILDING A PEOPLE-CENTRED ASEAN 
 
be utilized and built upon to deepenand expand the existing networks that have been created in Cambodia,Indonesia, Philippines and the Kingdom of Thailand over the last threeyears, with special emphasis on the Digital Connectivity Architecture andPlatform that has been established and is in the process of emerging inIndonesia and beyond.

Utilizing this approach, beginning with the socio-cultural blueprint, asrequested by concerned parties, we recommend that digital education,DSN training, and technical support be provided to bring about therealization of each of the ASEAN blueprints as they relate to ASEANConnectivity, Information, Communications, and Technology (ICT).3.
 
Establish principle-centred , digital forums for each of the ASEAN pillars andblueprints that encourage the engagement, participation and contributionby various ASEAN stakeholders and constituents including academia,media, and other members of civil society.4.
 
In order to bridge the digital divide and meet the challenge of Internetaccess, with special respect to those ASEAN community members withdisabilities, that all digital networks meet the basic web standards foraccessibility and disability. As well, that a DSN Pilot Training andDevelopment Project be collaboratively planned and developed, with thefull participation of ASEAN community members with disabilities, so thatthey can fully participate in building a people-centred ASEAN, botheconomically, educationally, socially and politically.5.
 
That all digital networks be optimized and customized for mobile accessthat will give members the freedom to access their online communities forbuilding a people-centred ASEAN.6.
 
ASEAN young people be supported via a variety of participatory learningapproaches and curricula; including face to face training, leadershipdevelopment, implementation and evaluation of Deep Social Networks forpromoting child rights and protection, environmental sustainability, youthdevelopment, internet based business development and other relatedcapacities for participating in building a people-centred ASEAN. Thiscapacity building process should allow young people to connect personallyand digitally at the local, national, regional and international level, including
