byAndrewMoravcsiHarvardUniversityProgramfortheStudyofGermanyandEuropeWorkingPaperSeries8.5AbstractThethousandsofbooksandarticlesonCharlesdeGaulle'spolicytowardEuropeanintegration,wheth-erwrittenbyhistorians,socialscientists,orcommentators,universallyaccordprimaryexplanatoryimportancetotheGeneral'sdistinctivegeopoliticalideology.Inexplaininghismotivations,onlysec-ondarysignificance,ifanyatall,isattachedtocommercialconsiderations.Thispaperseekstore-versethishistoriographicalconsensusbyexaminingthefourmajordecisionstowardEuropeanintegra-tionduringdeGaulle'spresidency:thedecisionstoremainintheCommonMarketin1958,toproposetheFouchetPlanintheearly1960s,tovetoBritishaccessiontotheEC,andtoprovokethe"emptychair"crisisin1965-1966,resultinginthe"LuxembourgCompromise."Ineachcase,theoverwhelm-ingbulkoftheprimaryevidence-speeches,memoirs,orgovernmentdocuments-suggeststhatdeGaulle'sprimarymotivationwaseconomic,notgeopoliticalorideological.Likehispredecessorsandsuccessors,deGaullesought
to
promoteFrenchindustryandagriculturebyestablishingprotectedmar-ketsfortheirexportproducts.Thisempiricalfindinghasthreebroaderimplications:

Forthosein-terestedintheEuropeanUnion,itsuggeststhatregionalintegrationhasbeendrivenprimarilybyeconomic,notgeopoliticalconsiderations--eveninthe"leastlikely"case.(2)Forthoseinterestedintheroleofideasinforeignpolicy,itsuggeststhatstronginterestgroupsinademocracylimittheim-pactofaleader'sgeopoliticalideology--evenwheretheexecutivehasverybroadinstitutionalautono-my.DeGaullewasademocraticstatesmanfirstandanideologicalvisionarysecond.

Overtwothousandbooksandarticlesinoverforty-fivelanguageshavebeendevotedtothelifeofGeneralCharlesdeGaulle.'ThousandsmoretreathispolicieswithinthecontextofEuropeanintegration,postwarWesterndefense,orFrenchforeignpolicy.Yetinatleastonerespect,thesestudiesareremarkablyuniform.Almostwithoutexception,theytreatdeGaulleasthearchetypeofthevisionaryorideologicalstatesman.Hewas,biographersandcommentatorsagree,an"innovativeleader"drivenby''high''politicsratherthan''low''politics,politico-militaryprestigeandsecurityratherthaneconomicwelfare,adistinctivegeopoliticalworldviewratherthanthemundaneconcernsofdemocraticgovernance.HistermasFrenchPresidentfrom1958to1969isastudyinthepossibilitiesandlimitsofvisionarystatecraftinthemodernera.

issaid,aredeGaulle'sideationalmotivationsmoreclearlydemonstratedthanbythestrikingseriesofFrenchactionstowardtheEuropeanCommunity(EC)takenunderhispresidency.Uponenteringofficein1958,theGeneralsurprisedobserversbyswiftlyembracingtheTreatyofRomeandworkingcloselywithGermanChancellorKonradAdenauertoaccelerateitsimplementation.ThisinvolvedpressingbothAdenauerandhissuccessor,LudwigErhard,toinstitutetheCommonAgriculturalPolicy(CAP).
In
1960,deGaulleproposedtheFouchetPlan,anintergovernmentalarrangementforEuropeanforeignandeconomicpolicycoordination.Between1958and1969deGaulleconsistentlyopposedcloserrelationswithBritain,firstvetoingafreetradearea(FTA)in1959,thencallingofftwoyearsofnegotiationsoverBritishentryinJanuary1963,
