WiththisproposedcontractaddendumGateCityWasteServices(GateCity)isoffering additionalsolidwastemanagementservicesthatwillprovideadditionalrevenueand/orcost savingstotheCityofGreensboro.Theadditionofservicesrelatedto,butnotspecifically requested,intheoriginalRFPisallowedunderNCGeneralStatute143129.2Construction, design,andoperationofsolidwastemanagementfacilities. GateCityisspecificallyproposingfouradditionalsolidwastemanagementrelatedservices. Theseservicesaredescribedintheparagraphsbelow. OptionI LandfillGasProjectDevelopment GateCityWasteServicesbelievesthatthereisasignificantrevenuesourceexistingatthe landfillintheunutilizedlandfillgasfromPhase3whichiscurrentlybeingflaredandthe additionalgaswhichisunderalimitedlengthcontractwithConeMills.Uponissuanceofa contractbytheCity,GateCityWasteServiceswillindependentlyfinanceanengineering feasibility/optionsstudytodeterminethebestuseofthisresource.Thestudyparameterswill besubjecttoCityreview/approvalpriortoinitiationofthestudy.ThisactionwillallowtheCity toassesstheirspecificdesiresandneedsrelatedtothisuniqueresource.Uponcompletionof thatstudy,arecommendationwillbemadetotheCity,includingaproposedrevenuesharing agreementwhichwillbesubjecttonegotiation.GateCitywillprovideallengineering,design, construction,andfinancingrelatedtothisproject. OptionII TransferStationOperations ThesecondservicebeingproposedbyGateCityWasteServicesisthecontinuedoperationand maintenanceoftheBurntPoplarRoadTransferStation,followingreopeningofWhiteStreet LandfillfordisposalofCitycollectedresidential/commercialwaste.Thisservicewouldprovide analternativedisposallocationforthecitizensandbusinessesofGreensboroandGuilford County.ThisproposedoptionalsoallowsforincomegenerationfromaCityresourcethat otherwisemightneedtobemothballedintheinterimpriortoclosureofWhiteStreet Landfill.GateCityproposestoprovidetotalturnkeyoperationofthesiteforafixed,perton ratesubjecttoanannualCPIadjustment.Therateforthisserviceissubjecttonegotiationand willbedependentuponsuchfactorsastheabilitytoextendcurrenttransportationanddisposal contracts.

OptionIII NewDisposalOptionPartnership GateCityWasteServicesisinterestedinassistingGreensborowiththetransitiontoan alternativedisposalsiteinthePiedmontregion.Twolandfilldevelopmentprojectsare currentlybeingpursuedinsurroundingcounties;aprivatelyownedprojectinRockingham CountyandapublicprojectinRandolphCounty.Bothsitesareapproximately35to40miles fromtheCitysBurntPoplarRoadtransferstationandmayprovidecompetitivedisposal optionsforGreensboro.GateCityisanequitypartnerintheRockinghamCountyprojectandas such,maybeabletoassisttheCitywithdisposaloptionsifandwhenprojectpermitsare forthcoming. OptionIV AlternativeDisposalTechnology GateCityWasteServicesisnotcurrentlyproposinganalternativedisposaltechnology;however itisourbeliefthatoneormoretechnologiesareclosetobeingprovenaseconomicaland sustainableinthewastemanagementarena.Ourteamhasbeeninvolvedinresearchand system/technologydevelopmentforseveralyearsandweareanxioustoseetheindustryasa wholemoveawayfromthetraditionalpracticeofwasteburial.Attheappropriatetimewe wouldliketopresentoptionstotheCityandrenegotiateanynecessaryaspectsofourpotential Citycontract,sothatourcommunitycanbealeaderinthisfield.
