II.Facts
A.AnOverviewoftheTANFProgramandHB3531.TheTANFprogram,createdbythe1996federalwelfarereformlaw(PersonalResponsibilityandWorkOpportunityReconciliationAct),awardsFloridaandtheotherstatesblockgrantstoprovidetime-limitedfinancialassistance,withworkrequirementsformostrecipients.ThestatedgoalsofTANFaretoprovideassistancetoneedyfamiliessothatchildrenmaybecaredforintheirownhomes,topromoteworkandmarriage,topreventout-of-wedlockpregnancies,andtoencouragetwo-parentfamilies.42U.S.C.

601.FloridadistributesitsTANFfundsthroughtheTemporaryCashAssistanceProgramadministeredbyDCF.ThestatedgoalofFlorida'sprogramistoensurethatfamiliesareeconomicallyself-sufficientsoastorequireminimalgovernmentalinvolvement.
