PENJELASAN UMUM 
Pemanfaatan Teknologi Informasi, media, dankomunikasi telah mengubah baik perilakumasyarakat maupun peradaban manusia secaraglobal. Perkembangan teknologi informasi dankomunikasi telah pula menyebabkan hubungandunia menjadi tanpa batas (borderless) danmenyebabkan perubahan sosial, ekonomi, danbudaya secara signifikan berlangsung demikiancepat. Teknologi Informasi saat ini menjadi pedang bermata dua karena selain memberikankontribusi bagi peningkatan kesejahteraan,kemajuan, dan peradaban manusia, sekaligusmenjadi sarana efektif perbuatan melawan hukum.
 
GENERAL ELUCIDATION 
Usage of Information Technology, media, and communications has globally changed both publicbehavior and human civilization. The development of information technology and communications hasalso contributed to the borderlessness of world connection and has significantly made social,economic, and cultural changes rapidly. Today, Information Technology becomes a double-edged sword, that is, to give contributions to theimprovement of human welfare, advance, and civilization, and at the same time, becomeseffective means for unlawful acts.
 
Saat ini telah lahir suatu rezim hukum baru yangdikenal dengan hukum siber atau hukumtelematika. Hukum siber atau cyber law secarainternasional digunakan untuk istilah hukum yangterkait dengan pemanfaatan teknologi informasidan komunikasi. Demikian pula, hukum telematika yang merupakan perwujudan dari konvergensihukum telekomunikasi, hukum media, dan hukuminformatika. Istilah lain yang juga digunakanadalah hukum teknologi informasi (law of Today, a regime of a new law is born, known as
hukum siber 
or telematics law.
Hukum siber 
or cyber law is internationally used as a legal termconcerning the usage of information technologyand communications. Likewise, telematics law isthe embodiment of the convergence of telecommunications law, media law, and informatics law. Other terms also used are
