This futures book reflects the global trends and events ofthe recent past and those of today that are bringing about changeto the world's political, economic, social, technological, andmilitary environments. The forecasts found throughout the bookare derived from analysis of the open literature and other media,the author's experience as a futurist, and his own futureswritings.Since their publication,
Alternative World Scenarios for Strategic Planning 
(Taylor, 1988/1990) and its follow-on study,
AWorld 2010: A New Order of Nations
(Taylor, 1992) have receivedwide usage for strategic planning throughout active and reservecomponents of U.S. military. They have also been used nationallyand internationally for long-range planning by business,industry, academia, and other private and governmentorganizations. World changes, principally those that have comeabout since the collapse of the Soviet Union and the decline ofSoviet communism, and the consequences of these changes that areunraveling with time, have increased interest in the forecasts ofthese studies. Further, greater interrelatedness and involvementof nations have encouraged long-range planners and other users torequest the author to reassess his earlier writings against thisnew global setting and produce an updated set of planningscenarios as a sequel to
