Classified By: CLASSIFIED BY POLITICAL COUNSELORROBERT S. FORD, FOR REASONS 1.4 (B) AND (D).¶1. (C) Summary. During early December we heardreports of blackmail, kidnapping and murder ofpolitical candidates and campaign workers in therun- up to the national elections. Numerousincidents have been reported to the SeniorRepresentative of the United Nations SecretaryGeneral (SRSG) and Independent Electoral Commissionof Iraq (IECI) and have reportedly received noresponse. Political contacts seek USG assistanceand to apply pressure to the IECI to act. With ourencouragement, IECI Commissioner Safwat Sidqi helda press conference December 8 in which he condemnedcampaign violence. The Ambassador issued astatement condemning violence against those workingon election campaigns on December 10. We areurging political parties to make similar statementsand act upon them. These incidents of violence,while reprehensible, are not preventing a seriouspolitical campaign or robbing Iraqis of realchoices at the ballot box. End Summary.

(C) In a December 2 letter addressed to SeniorSRSG Ashraf Qazi, Operations Deputy for Allawi'sIraqi Patriotic List Azzam al-Wash identified 6counts of violent campaign intimidation againstcoalition members:-- Iraqi Communist Party (ICP) members Abdelal-Azziz Jasim Hassan and Yass Khidhir Hayderal-Lammi killed in Sadr City on November 22following a campaign rally.-- ICP supporter Rassoul Salman al-Shummarikilled while hanging campaign posters in Ammeriaon November 22.-- Number 2 candidate in Maysan Ahmad Sha'alanMustashar Albo Darraji and his assistant HayderKhaydoon killed on November 30 following acampaign rally. Darraji's son was also shot andis in critical condition.-- Iraqi National Accord (INA) member MuhamadLazim killed by an IED in Baghdad on November27.-- INA member Rasheed Atia Muhamad kidnappedwhile hanging campaign posters in the RusafaDistrict of Baghdad on November 27.-- Four campaign workers were severely beatenwhile hanging posters in the Yarmook District ofBaghdad on December 1.¶3. (C) Dr. al-Wash told PolOffs on December 7that he sent another letter to SRSG Qazi citing 10
 
additional incidents. He added that everyone needsto respect the sanctity of the election process andhopes the United Nations will bring pressure tobear on the IECI to act.¶4. (C) National Democratic Alliance (List 78)leader Faisal al-Sahlani told PolOff on December 5that he continues to fear for his daughter'ssafety. Al- Sahlani recounted that one of hissecurity detail had been compromised by men heasserted came from the Ministry of Interior (MOI).One of his most-trusted guards was taken, beatenand shot twice in the shoulder and threatened withthe murder of his wife and children unless theguard promised to cooperate with them after theelections. The bodyguard alleged that they demandedhe start guarding Sahlani's daughter, womanactivist Abeer al-Sahlani. Sahlani said he hasnoticed MOI car (MOI license plates) following hismovements and believes that they plan to kidnap hisdaughter in order to blackmail him. Sahlani said hebelieves that Badr Corps is behind the kidnappingplot. Sahlani wants this situation investigatedbut not by MOI.¶5. (C) On December 6, Liberal Republicans Party(List 517) leader Hussein Mussawi (the LRP itselfis part of the Sun of Iraq Coalition, List 652)recounted to PolOffs the November 17 kidnapping ofthe Sun of Iraq's Coalition leader Tewfik al-Yasiri. According to Mussawi, the mid-afternoonkidnapping started when 6 armored cars (BMWs andLandcruisers) parked in front of al-Yasiri's home.According to Mussawi, a Second Commando Brigade(Wolf Brigade) Lieutenant Colonel and his team

'Free&Fair' US sponsored election. [Maybe they need Hamas' help!] <At the time, scant reporting on the kidnapping indicated "guerrillas" kidnapped al-Yasiri(former Baathist). Assuming what Mussawi says is true, the Wolf Brigade was responsible. They engaged in political kidnapping during the election to make money and possibly swing the election.
