Rule 1 – General Provisions
Section 1.
This shall be known and cited as the “Election Code of theUnited Church of Christ in the Philippines.”Section 2.
These rules shall govern all elections of the officersin all levels or judicatories of the united church of Christ in the Philippines (UCCP) tothe extent appropriate including all referenda, plebiscites and recall.Section 3.
Election information dissemination period.
The electioninformation dissemination period for National Officers shall commence 180 days (6months), Conference Officers 60 days (2 months) and Local Church 30 days (1month) before the first day of the session where an election is to be conducted andend on the day immediately prior to the said election.Section 4.
Obligation to register and vote.
It shall be the obligation of every qualified member to register and vote.Section 5.
Election rules to be available in the polling place.
It shall bethe duty of Election Committee, which hereinafter shall be referred to as the1

committee, to provide sufficient copies of these rules, printed in Pilipino, English orin the local dialect, at the place where the elections are to be conducted, in orderthat they may be readily consulted by any person in need thereof on the electionday.Section 6.
Postponement of election.
The Election Committee, motuproprio or on motion of any interested member, after due notice and hearing, maypostpone any scheduled election to another date for any serious cause, such as butnot limited to, loss or destruction of election paraphernalia or records, lack of candidates for a particular position, other analogous causes of such nature that theholding of a free, clean and honest election is impossible or force majeure. The Election Committee shall reset the election at the earliest opportunityupon disappearance of the cause of the postponement.Section 7.
Election expenses.
The budget of the Election Committee shallbe included in the annual budget of the General Assembly or its National Council,Conference or Local Church. In case of deficiency, the same shall be covered bysupplemental budget of the appropriate bodies concerned.In consonance with Rule 4, Sections 6, 7 and 8 hereof, all contributions,donations and other funds given by any person to support a candidate or for ageneral conduct of elections, shall be forfeited and pooled into a common fund foruse by the Election Committee to defray election expenses.Section 8.
Failure to assume office.
Failure or inability of the officerelected to assume office within 30 days following his/her date of assumption of office shall result in the forfeiture of his/her election in which event, the ElectionCommittee shall certify the candidate who garnered the next highest vote and shalldeclare such candidate duly elected.
Rule 2 – The Elections Committee
Section 1.
Composition and term of office.
There shall be an ElectionCommittee which shall be an independent body respectively elected by the GeneralAssembly, the Conference in Session, and the Local Congregation.a.)The National Elections Committee shall be composed of ten (10) members.Six (6) of whom shall come from the six (6) Jurisdictional Areas, each Jurisdictional Area being entitled to one representative elected by thecorresponding Jurisdictional Area Cabinet (JAC). The other four (4) membersshall be elected at large by the General Assembly or its National Council. Nomember of the Committee shall be an incumbent National Officer or memberof the General Assembly or its National Council. The Chairperson of theCommittee shall vote only to break a tie. The members of the NationalElections Committee shall serve for a term of four (4) years. In no case shall amember of the Committee serve for more than 2 consecutive terms.

b.)The Conference in Session shall elect the Conference Elections Committeeensuring equal sectoral representation. The Conference Elections Committeeshall be composed of five (5) members who shall serve for a term of two (2)years. In no case shall a member of the Committee serve for more than 2consecutive terms.c.)The Local Church Council shall elect the Local Church Elections Committeeensuring equal sectoral representation. The Local Church ElectionsCommittee shall be composed of five (5) members who shall serve for a termof one (1) year. In no case shall a member of the Committee serve for morethan 2 consecutive terms.Section 2.
Qualifications of Committee members.
All members of theCommittee shall possess the following qualifications at the time of their election: a)at least eighteen (18) years of age, b) UCCP member in good standing, nototherwise a candidate, holding any position in the National Church, Conference orLocal Church concerned.Section 3.
Vacancies in the membership of the Committee.
In the eventof vacancy caused by the death, permanent disability, resignation or removal fromoffice of any representative in the Committee, the National, Conference or LocalChurch Council concerned shall immediately elect a replacement to serve theunexpired term.Section 4.
Powers and functions of the Committee.
The Committee shallhave the following powers and functions:a.The exclusive and primary jurisdiction over all matters relating to elections,referenda and plebiscites;.______________________________ 
Note: It is further proposed that the number of representatives from the jurisdicdtionalareas and the members to be elected at large to be kept open to providerepresentation for jurisdictions to be created in the future, and to maintain themembers of the National Election Committee to ten (10). The Annual ConferenceSessions may present this amendment.
b. Ensuring free, orderly hones, and peaceful elections in the National,Conference or Local Church level consistent with our calling as a community of faith.c. Determining, passing upon and ruling the qualification for election of nominees in accordance with the UCCP Constitution and By-Laws and otherchurch statutes;3
