Mamtek to establish large and expandable U.S. presence in Moberly, Missouri Facility will produce significant volumes of sucralose, a highly sought-after ingredient in food and pharmaceutical offerings Moberly, MO. Moberly Area Economic Development Corporation today announced that the multinational company Mamtek International and its affiliate Mamtek U.S., producers of a healthy sugar substitute called sucralose, plan to base U.S. manufacturing operations in Moberly. The new factory will create 612 new local jobs, with 312 anticipated to come online over the next 18 months, as well as an anticipated initial investment of $46 million into the local economy. The facility will produce 300,000+ kilos of sucralose per annum, with the operational plan in place to expand to 1,200,000 - 1,500,000 kilos over the next several years. This is an exciting project that will have a huge impact on the economy in north-central Missouri, said Moberly Mayor Bob Riley. According to Riley the project was a collaborative effort with several organizations. He went on to add, This project is another example of the public and private sectors working together to create investment and promote growth in our area. The past several months have been very exciting, said Corey Mehaffy, President of Moberly Area Economic Development Corporation. The Mamtek Project is a unique opportunity for Moberly and I am grateful that the company chose to make this new investment in our community. I truly believe Moberly is a great community with good people and a quality workforce and in the end I believe this was a determining factor for Mamtek as well. MAEDC Board Chair Jerry C. Jeffrey said that the economic development organization first learned of the project in March of 2010. Our first contact with this project came in late March of this year, said Jeffrey. Since our initial proposal, a tremendous amount of work has taken place in a very short period of time thanks to cooperation from our partners including the city, county, state, Midwest U.S.-China Association, our educational partners, private businesses, our legal counsel and Mamtek to make todays announcement possible. Mamtek has as its primary product sucralose, a healthy, zero-calorie, zero-carb sweetener that is ideal for use in a diverse range of food and pharmaceutical products from carbonated beverages to baked goods. Through research and development, the company developed the proprietary technology with which to produce its high-purity, great-tasting SweetOTM brand sucralose. The state-of-the-art Mamtek U.S. facility in Moberly opens up a significant, reliable and safe supply source for thousands of companies seeking the high-intensity sweetener, . The facility will have the capability to produce up to 100% pharmaceutical-grade sucralose. Gov. Nixon announces creation of 612 new manufacturing jobs in Moberly


Multinational producer of sugar substitute to open production facility in Moberly; invest $46 million in local economy
MOBERLY, Mo. A cutting-edge global production facility will create 612 new jobs in Moberly, Gov. Jay Nixon announced today. Mamtek International, a multinational company that produces SweetO TM, a brand of the Sucralose sugar substitute, plans to base manufacturing operations in a facility owned by the city of Moberly and invest $46 million into the local economy. The Governor made this announcement at Moberly Area Community College, joined by company executives, state and local governm ent officials, and community leaders. At a time when too many American companies are shuttering their plants and moving jobs overseas, we are thrilled to have a global company creating hundreds of good manufacturing jobs right here in Missouri, Gov. Nixon said. These jobs will be a significant boost to Missouris economy and our manufacturing sector, and theyre another positive sign that our economy is beginning to move forward. I am pleased that my administration was able to provide a competitive package of strategic economic incentives to help bring these jobs to Missouri. -more-

Gov. Nixon announces 612 new jobs in Moberly July 9, 2010 Add 1 As part of its package of strategic economic incentives, the state of Missouri awarded Mamtek $7.6 million in Missouri Quality Jobs Program tax credits and $6.8 million in Missouri BUILD program tax credits. The state also provided $2 million in Community Development Block Grant Industrial Infrastructure Program grant funds; $800,000 in funding for job training; and $368,000 for employment recruitment and refer ral services. Additional funding is being provided by $37 million in bond sales initiated, structured and committed by the city of Moberly and $8 million from private investors. Moberly also has made grants and services available to Mamtek in excess of another $500,000. Mamtek International is a multinational company with significant American and Chinese ownership and leadership. The companys primary product, SweetO TM, is a no-calorie, no-carb sweetener used in everything from carbonated beverages to baked goods. ###

Mamtek to Start, Aggressively Expand the Only Facility to Manufacture Sucralose that is Made in the U.S.
Substantial production of the sought-after ingredient, ideal for many food, beverage and pharmaceutical offerings, will come on-line this year
MOBERLY Governor Jay ixon joined Mr. Bruce Cole, Chairman and CEO of Mamtek International, Ltd. to officially announce that Mamtek U.S. will soon begin construction of a manufacturing facility for the healthy sugar substitute sucralose in Moberly, Missouri. Mamtek plans to start construction within 30 days. Starting at 300,000 kilos per annum, capacity will grow over a few years to generate 1.2M 1.5M kilos of sucralose per annum. Mamteks factory in Moberly will be the only operating U.S. sucralose plant. Along with Mamteks current plant in Fujian, China, it will be one of only three facilities worldwide capable of producing large, reliable quantities of the high-intensity sweetener. Additionally, the Mamtek U.S. facility will be equipped to produce pharmaceutical-grade sucralose. Mamteks SweetOTM brand sucralose is an extremely pure, zero-calorie, zero-carb sweetener with broad use in dairy, baking, confections, beverages and pharmaceuticals. SweetOTM is ideal because of its high stability, sugar-like taste and long shelf-life. Decades of testing prove that sucralose can be consumed by diabetics, children and the population at large with complete safety. The fact that we have in-hand large, long-term contracts from global customers, even before breaking ground on the new factory, attests to the high demand for our product. We will expand the plant as we continue to win new relationships with industrial customers, said Mr. Cole. Moberly is simply a great location for Mamtek U.S., said Bruce Cole. The Mamtek site selection team considered twelve states, including nine in the Midwest. Mamtek then conducted detailed evaluation of more than forty individual cities and physically visited eleven. Mamtek was guided by Governor Bob Holden, Chairman of the Midwest U.S. China Association (MWCA), and Lieutenant Colonel (Ret) Thomas Smith of Capital Business Development Associates. Corey Mehaffy, who is President of the Moberly Area Economic Development, along with Mayor Bob Riley and the entire Moberly City Council were incredibly influential in the decision to locate here. Hats off also to the Citys counsel, Cunningham Vogel and Rost. Mr. Smith stated. Moberly was selected because, quite simply, they excelled. Moberly took a strategic interest in Mamtek's growth needs. Their smart pursuit of new business, hospitable governance and proactive financing options made selecting Moberly a great business decision.

Mamteks success in Moberly is reproducible, said Mr. Cole. We benefited from the strong involvement of the State Department of Economic Development. Lieutenant Governor Peter Kinder and the Missouri Development Finance Board assisted with a superior financial program. Senator Bond and Congressman Luetkemeyer each took personal interest in encouraging our location here. Governor Holden shared insight and time. Any business with Chinese interests that might locate in the U.S. should leverage the MWCA and the site selection team we put together. A Very Sweet Deal: Healthy sweetener manufacturer to bring new plant, 600plus jobs to Moberly, Missouri

(July 9, 2010)The Midwest U.S. - China Association, a nonprofit, bipartisan organization led by former Missouri Governor Bob Holden has played a key role to foster a new relationship between Mamtek International Ltd. and the City of Moberly, Missouri. Missouri Governor Jay Nixon and Mamtek will announce today plans to place a state-of-the-art production plant in Moberly, a town of 14,000 people in Randolph County, Mo. Mamtek manufactures SweetO brand sucralose, a zero-calorie, zero-carbohydrate sweetener that can be used in a range of food and pharmaceutical products, from carbonated beverages to baked goods. The operation will produce 300,000+ kilos of sucralose and create 312 jobs during the next eighteen months, with an initial investment of $46 million into the local economy. The Midwest U.S.-China Association (MWCA) promotes governmental, economic, educational, and cultural opportunities between the Midwestern states and China. Mamtek, a multinational company with Chinese and American ownership and leadership worked with MWCA to explore potential sites before selecting Moberly. The company wanted to build in the Midwest because of its strong workforce and business climate, said Lieutenant Colonel (Ret) Thomas Smith of Capital Business Development Associates, Mamteks site and government relations consultant. Former Governor Holden became MWCA chairman earlier this year. The Midwest is unique because we have a regional association that is singularly focused on developing cooperative relationships with China, said Governor Holden. By working together as a region, we successfully compete in this global economy. I am delighted that we could play a leading role in this effort. In all, nine Midwest states were actively involved in the negotiations. Reena Gordon, Chief Operating Officer for Mamtek said, MWCA collaborated with Mamtek to identify stakeholders and key data such as quality of labor pool, receptiveness to foreign companies, and financing flexibility. Because of this help, we are able to bring new jobs to the U.S. The success of the Mamtek development holds more potential good news for the Heartland. The MWCA played a key leadership role in influencing Mamtek to locate in the Midwest, explained Bruce A. Cole, CEO and Chairman for Mamtek. Governor Holden was a very effective advocate. As a result,

we will be locating in Moberly. Additionally, Mamtek has partnerships with two other large Chinese companies that are planning to locate in the US. Because of the support we received from Moberly, the state of Missouri, and MWCA, these companies will now seriously consider the Midwest. Joshua Payton of Cunningham, Vogel, & Rost, P.C., the St. Louis-based firm that provided legal counsel to City throughout the negotiations, cited the significance of MWCA in the deal. MWCA was essential in helping Mamtek and Moberly create hundreds of new jobs in the Midwest, Payton said. I share Governor Holdens vision that by working together we can make the Midwest a leader in job creation and lead in this global economy. Moberly also highlighted MWCAs involvement. We appreciate MWCA, and in particular the efforts of Governor Holden to create an avenue by which foreign companies can connect with Midwest communities to establish a U.S. presence, said Corey Mehaffy of the Moberly Area Economic Development Corporation. What is MAEDC?
Organized in 1988 to promote growth and investment in Moberly and Randolph County, MAEDC is a nonprofit, public/private partnership that works to promote new investment in the area in an effort to increase the quality of life of our citizens. In 2009, MAEDC expanded to bring Chariton County into the partnership and now proudly represents both counties for investment. MAEDC is financed through investments by the City of Moberly, Randolph County, Chariton County and approximately 50 private businesses and organizations as well as a number of private individuals who make up our Industrial Club. A 10-member Board of Directors governs the organization.

Why is MAEDC Important to You?


MAEDC works to promote investment within Randolph and Chariton Counties through both expansions of existing businesses as well as new business attraction. These investments lead to creation of new jobs, increased tax base for taxing jurisdictions and municipalities, and diversification of the local economy.

What Companies has MAEDC Assisted?


MAEDC has been instrumental in assisting numerous local companies with expansion opportunities and locating new business investment in the area. A few of our recent attraction projects include the Wal-Mart D.C., Goodyear D.C., Producers Choice Soy Energy Bio-Diesel Facility, Stark Brothers Fulfillment Services, and Lowes Home Improvement Center. Recent expansion projects include Orscheln Products, Scholastic and Shapiro Brothers, Inc.

How Does MAEDC Assist?


MAEDC acts as a single point of contact for companies requesting information about Randolph and Chariton Counties. In addition to providing available site and building information, demographics and labor survey information, MAEDC organizes community tours and site visits for a variety of prospects. MAEDC works with site selectors to provide both State level and Local level incentive proposals and helps to coordinate the application and permitting process for projects.
