memberoftheUnitedNations.IjointheappealbyallAfricanleaderstogive
an
urgentresponsetothefamine
in
theHorn
of
Africa
Mr.
President:While
we
aredeliberatinghere
in
thishall,"anotherpreventive"war
is
takingplace
in
Libyausing
as
apretext"theprotectionofcivilians".TheUnitedStates
and
NATO,supposedly
to
avoidamassacre,launchedamilitaryattackagainstasovereignStatewithouttherebeinganythreat
to
internationalpeaceandsecurity,andunleasheda"changeofregime"operation.NATOimposed
on
theSecurityCounciladubiousresolutionauthorizing"memberStates...actingnationallyorthroughregionalorganizationsorarrangements
...
totake
all
necessarymeasures
to
protectciviliansandcivilianpopulatedareasunderthethreatofattack."Afterwards,NATOviolatedthissameresolution
in
order
to
supplyweapons,fund
one
ofthepartiestotheconflict
and
deployoperativesanddiplomaticpersonnel
on
theground.Noweverybodyhasabetterunderstandingoftheconcept
of
"responsibility
to
protect"andwhatitcan
be
usedfor.
In
this
war,
wagedwiththemostadvancedandlethalmilitarytechnologies,themeansofcommunicationhavebeenused
as
combatweapons
by
thefinancial
and
mediaemporiumswhich
are
profiteeringfromthewar
and
thereconstructionoperations
as
iftheywereanti-crisisinstruments.
As
early
as
February
21,
Commander
in
ChiefFidelCastroRuzhadwarnedthatNATOwasirremissiblypreparingawaragainstLibya.Sincethen,Cubaengagedindefatigablynot
in
thedefenseofagovernment,butofaprinciple:theassassination
of
thousandsofinnocentpeoplewiththedubiousobjectiveofprotectingothercivilians
is
somethingunacceptable.Historyhaseloquentlyshownthatpeace
can
not
be
imposedeitherbywaror
by
force.It
is
only
upto
theLibyanpeople
to
decideuponitsdestiny,withoutanyforeignintervention,
in
theexerciseofitsright
to
self-determinationandindependence,itssovereigntyoveritsnaturalresources
and
itsterritorialintegrity.

Themilitaryintervention
in
LibyaandthegrowingthreatagainstSyriahavebeen
the
opportunisticanddefensiveresponsesgiven
by
theUnitedStates
and
Europetothecollapseoftheirsystemofdomination
and
plunder
in
NorthernAfrica
and
theMiddleEast,
the
emergenceofgenuinelypopularmovements
in
Tunisia,Egypt
and
othercountries,
in
order
to
securehugereservesofoilandwater
and
confiscatefinancialassets
in
timesofglobaleconomic
and
socialcrisis.It
is
thetaskofthisGeneralAssemblytoexercise
its
powerstopreventamilitaryaggressionagainstSyria.Thepublicopinionshouldreceiveobjectiveinformation
and
speak
up
againstwar.
Mr.
President:According
to
the
Foreign
Affairsmagazine,theWhiteHousehasrushed
to
describewhathappened
in
thatNorthernAfricancountry
as
amodel.
It
is
saidthatthenew
US
strategy
is
moreefficientandlesscostly...thattheBushadministrationstrategyconsideredoccupation
as
an
option
...
thattheObamaadministrationstrategy
is
thatofnationalliberation
...
that
the
militaryinterventionstrategy
in
Libyacouldalso
be
applied
in
othercases."Withfullcynicism,reference
is
made
to
amilitaryaggressionwithoutcasualtiesorthe
use
ofinfantrytroops,
the
costsofwhichwould
be
mainlyborne
by
Europe.Thedestabilizationofacountrythroughsubversion,covertoperations
and
economicsanctions
is
described
as
the
"developmentofanationalmovement".Thisnew"changeofregime"operationsmodelshowsthatthecurrentUS
and
NATOmilitarydoctrinesareevermoreaggressivethanthepreviousones,andthatthe
so
called"Euro-Atlanticperiphery"comprisestheentireplanet.
No
oneshoulddoubtthatLatinAmerica
and
theCaribbeanareincluded
in
thatconception.There-deploymentoftheFourthFleet,
the
installationofmilitarybases
and
thesending
of
troops
and
militarymeanstointerveneanywhere
in
theregion;thecoupd'etatagainstVenezuela
in
2002,followed
by
an
oil
coup;thesedition
in
SantaCruz,Bolivia;t
he
militarycoup
in
Honduras
and
theattemptedcoup
in
Ecuadorfitperfectlywell
in
the"newstrategy".Canthe
US
andNATOgiveguaranteestodaythatthe
use
offorce
and
thisconceptof"regimechange"arenotapplicable
in
thecaseoftheLatinAmericanandCaribbeancountriesthatdonotyield
to
theirinterests?
Can
theEuropeanUnionsaysomethingaboutit?Whatwould
the
UnitedNationsdo
in
theeventofsuchcircumstances?
Mr.
President:Theweaknessoftheglobaleconomy,particularlytheeconomiesoftheUnitedStates
and
oftheEuropeanUnion,continues
to
showthatthecrisisthatbegan
in
theyear2008hasnotbeenyetovercome.

In
developedcountries,theterribleburdenofitsconsequences
is
bornebytheworkers,theunemployed,theimmigrantsandthepoor,whoarebrutallyrepressedwhenevertheypeacefullydefendtheirrights.We,thecountries
of
theSouth,which
are
incessantlydespoiled,aresUfferingthedistortions
of
aworldorderthatexcludesourlegitimateinterests.We
are
sufferingtheterribleimpactofprotectionismandthesteadyincreaseintheprices
of
foodstuffsandhydrocarbons.Thepeoplesofmanydevelopingcountries
are
victimsofwornoutneoliberaleconomicmodelsandtheirsequels
of
plunderandexclusion.Thesocialandpoliticalconsequencesarebeingfeltin
all
continents.Mr.President:
Inthe
face
of
aglobaleconomiccrisisandtheexhaustionofthenaturalresources
of
theplanet,whatwould
be
theresponse
of
theextremerightwingforcesthat
are
inpowerormayreachpower
as
aresultofthepunishment
and
hopelessness
of
voters?
In
thefaceofagrowinganduniversalthreat
of
awar,anewdistribution
of
theworldandclimatechange,i,could
we,
thecountries
of
theSouth,acttogether
as
an
indispensablecondition
to
saveourselves?
In
thefaceofsomanyandseriousthreats,theLatinAmericaandCaribbeanregion,the
one
thatBolivarandMartifought
for,is
integratinganddeterminedtofinishwhattheyleftunfinished.Itwould
be
impossibleeither
to
divideusor
to
turnusagainsteachother.ALBA
is
asmallbutmorallypowerfulgroupofpeoples
and
thenewCommunity
of
LatinAmericanandCaribbeanStates
is
alreadyafact.TheentireforceoftheAndeswillverysoon
be
expressedinaSummitthatwill
bean
epochmakingevent
in
Caracas,theepicenteroftheindependence
of
theAmericas,whereaBolivarianpeoplehasconqueredpowerandthestatureofacontinentalleader,PresidentHugoChavezFrias,
is
growingbigger.Morethaneverbefore
we
have
to
defendtheUnitedNations,butthebiggestchallengewould
be
toturnitinto
an
organizationthatservesthelegitimateinterestsof
all
States,insteadofcateringforthearbitrarinessandabusesofahandfulof
rich
andpowerfulcountries.WemustseetoitthatInternationalLaw
aswell
as
thePurposesandPrinciplesofthe
UN
Charterprevail
in
thefaceofthebruteforcethatattempts
to
wipethem
out.
It
is
necessarytoreestablishtheleadingroleofthisAssembly
and
relaunchtheSecurityCouncil.
Mr.
President:TheGeneralAssemblyhastheinescapablemoral,political
and
legalobligationtoensuretherecognitionof
an
independentPalestinianState,withtheboundariesestablishedbefore1967
and
withEastJerusalem
as
itscapital,asafullmemberoftheUnitedNationsOrganization.
