RecommendationofDanielTorresfor"OfficeroftheMonth"SeniorCorporalDanielTorreswasassignedtotheGangUnitinSeptemberof2003.HearrivedfromNorthwestPatrolDivisionwhereheworkedprimarilyasapatrolofficerinWestDallas.UponhistransfertotheGangUnitSeniorCorporalTorreswastaskwithmonitoringgangactivityinhisfamiliarsurroundingsofWestDallas.AsaGangOfficerhespentmanyhourscontactinggangmembersanddevelopingcriminalintelligenceinformationontheactivitiesofstreetgangsoperatinginthisarea.ShortlyafterSeniorCorporalTorres'arrivaltotheGangUnittheWestDallashousingprojectwasdemolished,displacingmanypeopleintheneighborhoodwithalargenumbermovingintothesurroundingneighborhoodeastofHamptonRoad.AlmostimmediatelySeniorCorporalTorresrecognizedthatamixtureofrivalgangswerenowlocatedinthesameneighborhood.Ashemonitoredthispotentiallyvolatilesituationhebegantoseesomeoftheserivalgangmembersassociatingtogether.Thecommonthreadwasdrugsales.SeniorCorporalTorresbegantoputtogetherinformationonanewgangforming,callingthemselves"GatorBoyz".Theapproximately30membersaffiliatedwiththegangwerebeginningtotakechargeofthedrugoperationinWestDallas.Theyhaddonesobybuildinganorganizationdesignedtocontroldrugsalesintheareaandusetheproceedstopurchaseproperty,furtherentrenchingtheganginthecommunity.Thedrugbusinesstheywerecontrollingwashavinganegativeimpactontheentirecommunity.Theganghadbeguntoenticekidstoserveaslookoutsandinsomecasesselldrugs.Theyweretakingoveranentireblockofhousestouseasdrughouses.Thesegangmembersweremethodicallygainingmorecontroloftheneighborhood.Thecommunitywasbecomingaprisonerofthesegangmembers.Thismadeiteasierforthegangmembers'drugbusinesstoflourishandinturnmadeitmoredifficultforlawenforcementtoaddressneighborhoodproblemsRealizingtheoperationofthisgangwasmoresophisticatedthanmostDallasgangshebegantocompileinformationonthegang'sleadership,membersinvolved,locationstheyresided,wheretheysolddrugs,andtheirmethodofoperation.SeniorCorporalTorresusedageoldpoliceworktogatherinformation.Whetheritentailedasimpletrafficstop,makinganarrestorconductingfollowupinvestigationsongangrelatedoffense,evenifthecaseswereunsolvable,SeniorCorporalTorresspentmanyhourstalkingandinterviewingthoseheencounteredaboutthe"GatorBoyz"operation.

Page2<Double-clickheretoenterrecipient'sname><Enterdateofmemohere>Asheslowlybegantoputtogetherdetailsregardingthegang'sactivitieshecontactedtheAlcohol,TobaccoandFirearmsforassistance.TakingthefoundationofinformationSeniorCorporalTorreshadcompiledonthegang,theinvestigationbegantoexpandinsizeandscope.UsinginformantsSeniorCorporalTorreshaddevelopedandwiththeassistanceofATFandDPDpersonnel,theleadershiphierarchyofthegangwasidentified.Withthat,theconspiracycaseagainstthesegangmembersbegantounfold.Overatwoyearperiod,SeniorCorporalTorresplayedacentralroleingatheringinformationoneachindividualwhowasidentifiedaspartoftheorganization.Hespentcountlesshoursinterviewingindividualsidentifiedwiththisganginanefforttogatheringintelligenceinformation.Thepurposewastwofold:toshowtheircriminalconduct,aswellas,theirongoingassociationwiththiscriminalenterprise.AsevidenceagainsttheganganditsmemberswasbeingdevelopedSeniorCorporalTorresandATFagentsroutinelymetwiththeprosecutorsfromtheU.S.Attorney'sOffice.Manytimesonlytobetoldthecasewasnotstrongenoughandadditionalevidencewasneeded.Nottobedeterred,SeniorCorporalTorrescontinuedtomakearrests,whilegatheringinformation.Thistimehefocusedoninformationneededtocreateapapertrailofmoney/assetsgainedbydrugsales.Asinformationbegantounfolditbecamecleartheassetsgainedbythegang'sleadership,specifically,propertypurchasedthroughthesaleofnarcoticswouldcontributetotheirundoing.AsthecaseagainsttheGatorBoyz"begantotakeitsfinalshape,SeniorCorporalTorresandmembersoftheATFreceivednewsfromtheUSAttorney'sOfficethecasewasreadytoproceedwithfederalindictmentsfor19individuals.
In
addition,propertyidentifiedasbeingpurchasedwithdrugmoneywouldbeseizedasaresultoftheinvestigation.WhilethiswaswelcomenewstoSeniorCorporalTorres,itonlyconcludedthefirstphaseoftheinvestigation.Aspartoftheprosecutionofthecaseitwasimportantadditionalevidencebeobtainedtostrengthenthecaseagainstthoseinvolvedinthisdrugorganization.Uponreceivingthenewsoftheindictments,plansweredevelopedtoensurethesuccessfulexecutionofthearrestandsearchwarrants.Plansforusingover100lawenforcementofficerstoservethewarrantshadtobecompleted.Currentintelligenceinformationonthelocationswherethesuspectswerestaying,aswellas,whatarrestingofficerscouldexpectuponenteringthearrestlocationswascritical.
It
wouldassistinprovidingarrestingofficersinservingthesewarrantssafelyandeffectively.Todatetheinvestigationhasresultedinthearrestofthe19indicted,withanadditional4individualsarrestedonstatecharges.Inaddition,therehasbeentherecoveryof360.6gramsofcocaine,541gramsofmarijuanaandtheseizureof9firearms.Ninepropertiestiedtotheganghavebeenseizedwiththeproceedsgoingto,"OperationGoodwill",sponsoredbytheUSMarshals.Themoneycollectedwillbeusedtobuildhomesfortheneedy.
