Dear Current Resident/Homeowner:

LAKE AVENUE FROM LOMA ALTA DRIVE TO ALTADENA DRIVE
UNINCORPORATED ALTADENA AREA
TRAVEL LANE REDUCTION

As you may already know, the Altadena Town Council voted on Tuesday,
August 17, 2010, in favor of restriping Lake Avenue within the subject limits. This is to
update you that we anticipate the project will be completed by fall 2011.

The primary purpose of this project is to restripe Lake Avenue between Alta Drive
and Altadena Drive to lower vehicular speeds, reduce collision rate, and improve
pedestrian safety. The project includes creating a two-way left-turn lane along Lake
Avenue between Loma Alta Drive and Palm Avenue, which will help create a refuge
for vehicles turning onto Lake Avenue and improving safety and traffic circulation
along Lake Avenue. n addition to accommodate the creation of the two-way left-
turn lane, Lake Avenue between the subject limits will be restriped from two lanes in
each direction to one lane in each direction. The intersection of Lake Avenue and
Altadena Drive will remain unchanged with a transition zone between Palm Street and
Altadena Drive at which point the two-way left-turn center lane and one travel lane
in each direction will begin and extend northerly to Loma Alta Drive. Additionally, to
enhance sight distance for motorists turning onto Lake Avenue from intersecting cross
streets this project will include the installation of red curb at each intersection. The two
crosswalks at Concha Street and Mount Curve Avenue will remain in place and will be
upgraded with ladder type markings to make them more visible to motorists.

The cumulative effect of this project will help to create less opportunity for motorists to
speed along Lake Avenue and will improve traffic, pedestrian safety, and circulation
along Lake Avenue. Enclosed for your reference is a project location map, as well as
before and after striping renditions of what the project will look like once completed.

After a 6-month conditioning period, we will conduct an after project study to determine
the effect of the restriping on traffic flow patterns along Lake Avenue. We will also
collect speed and collision data to determine the overall effect of this project.

Should you have any further questions, please contact Mr. Anish Saraiya of our Traffic
nvestigations Section at (626) 3004793.

Very truly yours,
