Dear Fellow Marylanders,For over thirty years, the Maryland League of ConservationVoters (LCV) has served as the independent political voicefor the environment in the state. As the electoral arm of theenvironmental community, we work to elect pro-environmentcandidates, advocate for strong conservation policies, andhold our elected ocials accountable through our General Assembly

Governor’s Report Card
on the administration of Martin O’Malley. Maryland LCV awarded the Governor anoverall grade for his performance on the environment basedon a number of separately graded categories, which containa number of detailed issues intended to be representativeof the O’Malley Administration’s commitment and actionson environmental issues. The methodology used to preparethis and prior report cards includes a thorough review of

departmental and agency actions, policy positions, fundingpriorities and budget submissions, public statements,environmental advisors, and executive appointments.Maryland LCV wishes to express our appreciation to all of the organizations and individuals who provided input to thisreport.The Maryland LCV is pleased to assign the grade of B+to Martin O’Malley on this second Governor’s Report Cardof his term.Governor O’Malley made the environment one of the hall-marks of his administration. He not only kept the state’scommitment to restore the Chesapeake Bay, but proposedsignificant environmental initiatives in each legislative ses-sion. Despite confronting a serious budget crisis due to thenational economic downturn, Governor O’Malley recognizedthe economic importance of the environment by continuingto fund environmental priorities such as the ChesapeakeBay Trust Fund and Program Open Space. the Board of Public Works, Governor O’Malley took advan-tage of the economic climate and approved land acquisitionsto preserve open space in Maryland. Governor O’Malley alsoadvocated initiatives to protect Maryland’s environmentfrom global climate change by encouraging renewable en-ergy, energy eciency, and new transportation alternativessuch as plug-in and electrical vehicles. Finally, as GovernorO’Malley undertook leadership roles in national organiza-tions, he used these forums to promote environmental pri-orities to other policy makers both at the federal level and inother states. He has consistently promoted the message of good environmental policy as part of good economic policy.In sum, the 2009–2011

revealsthat Governor Martin O’Malley fell just short of matchingone Governor Martin O’Malley for the highest score in theorganization’s history. While disappointed with processand outcomes on three particular issues—incinerator taxbreaks, stormwater management, and agricultural runo�—the Maryland League of Conservation Voters applauds thebulk of the accomplishments of Governor O’Malley, partic-ularly when viewed through the lens of the worst nationaleconomic conditions this nation has seen in 60 years.

Further, when matched against the accomplishments—or lack thereof—of some of his gubernatorial peers duringthis dicult time in our history, the seemingly visceral en- vironmental ethos this administration displayed to date isnoteworthy.Finally, the Maryland LCV will be o�ering one finalgrade to Governor O’Malley’s administration. We will be watching closely to determine whether Governor O’Malley can keep pace with Governor O’Malley, or falls back intothe pack with other Governors.
