Abstract
ThelegislativeframeworkinRomaniaissettosupportthere-useofPSI.Aswithmanyotherlaws,implementationprovestobethemissinglinkduetolimitedinstitutionalcapacity.Properlegislationisinplacebutinpracticeimplementationislaggingbehind.RomanianCivilSocietyOrganisationsaretraditionallyactiveonRighttoAccessInformationandAnti-Corruptionissues.HowevertheyhaveonlyrecentlystartedworkingmoreactivelyonTransparencyandOpenData/PSIre-useissues.NewtypesofPSIre-userssuchasAppDevelopershavenotyetjointforceswithmoretraditionalcommercialre-users,suchasre-usersofgeodata.TheRomanianGovernmentisnotpro-activeonOpenGovernmentandOpenData/PSIre-useissues.SincePublicSectorBodiesinRomaniaarecurrentlyfacingbudgetaryconstrainsandalackofresources,theyareunlikelytoimproveaccesstoPSIandfacilitatere-useofPSIuntilpublicdemandrises.Currently,publicpressureforincreasedaccesstoPSIremainslimitedinspiteoftheactive participationofcivilsocietyorganisationsaroundtheissue.
