purpose: People credited with this unit standard are, in a


petrochemical environment, able to: identify the types of
hazardous substances and waste material to be disposed of;
explain legislation and regulations covering the disposal of
hazardous substances and waste material; develop a
strategy for the disposal of hazardous substances and waste
material; control the disposal of hazardous substances and
waste material; and carry out documentation and recording
requirements.

special notes: 1 This unit standard is intended for, but not limited to
workbased assessment. While all performance criteria
must be met it is noted that some range statements
within this unit standard are indicative and dependent
on enterprise and site specific equipment, procedures
and practices. Any queries can be directed to the
National Moderator Gas and Petrochemical Industry
Training Organisation.

2 Performance in relation to the elements must comply


with regulations and codes pertaining to the
petrochemical industry. A full list of current regulations
and applicable codes is available from the Gas and
Petrochemical Industry Training Organisation.

3 For individual worksites, references to: in accordance


with site application, site specific requirements, site
laboratory procedures, means that site procedures
must comply with the above legislation, regulations,
and industry codes and/or practices.

4 All work practices must meet recognised codes of


practice and documented company health and safety
procedures. Where these exceed code of practice for
personal, product and company health and safety, they
must meet the obligations required under current
legislation, including the Health and Safety in
Employment Act 1992.

5 All work practices must meet recognised codes of


practice and documented company environmental
procedures. Where these exceed code for personal,
product, and company environmental matters, they
must meet the obligations required under current
legislation including the Resource Management Act
1991.

6 Work practices must meet documented company


quality management requirements. This includes
documentation of activities, events and decisions.

7 The following legislation, and its amendments, are


required to be consulted and followed where
applicable: Hazardous substances and New Organisms
Act 1996, Local Body regulations, Dangerous Goods
Act 1974.

Identify the types of hazardous substances and waste material to be disposed of.

1.1 Hazardous substances and waste materials are identified in relation to site
specific operations.

Range: chemicals – acids, alkalis, hydrocarbons, water treatment


chemicals, asbestos products, sludge, solid effluent, waxes, seals,
equipment catalysts, process wastes.

1.2 Sources of information for the handling and disposal of hazardous substances
and waste materials are identified according to site and manufacturer's
information.

Range: material safety data sheets (MSDS), Chemdata text books,


manufacturer's instructions, container instructions, labels, National
Poisons Centre, site specific environmental effects assessment,
Hazchem, user advice.

1.3 Hazardous substances and waste materials are identified from data.

Range: New Zealand class labels, United Nations number and class,
Hazchem, chemical name, trade name, National Fire Protection
Association labels.

procedures to determine the strategy to be employed.

3.3 A strategy is developed to enable the hazardous substance or waste material to


be contained and disposed of safely according to regulatory and site
requirements.
