RESOLUTION 2550 (2012) Adopted by the Security Council at its 7623th meeting, on 05 June 2012 The Security Council, Recognizing the unique character of the present situation in Duala and mindful of its deteriorating, complex and extraordinary nature, requiring an immediate and exceptional response, Determining that the magnitude of the human tragedy caused by the conflict in Duala, further exacerbated by the obstacles being created to the distribution of humanitarian assistance, constitutes a threat to international peace and security, Expressing grave concern at the deteriorating situation, the escalation of violence, and the heavy civilian casualties, Noting the efforts of the League of Arab States, the Organization of African Unity, and other regional agencies and arrangements to promote reconciliation and political settlement in Duala and to address the humanitarian needs of the people of that country, Deploring the continuing use of mercenaries by the Dualan authorities as well as the flow of illegal armaments throughout its borders, Recognizing that piracy and armed robbery at sea against vessels pose a threat to the peace in Duala and other States in the region, as well as to international navigation and the safety of commercial maritime routes, Condemning the gross and systematic violation of human rights, international humanitarian law, including arbitrary detentions, enforced disappearances, torture, summary executions, deliberate attacks on non-combatants, looting of relief supplies and impeding the delivery of food and medical supplies Responding to the urgent calls from Duala for the international community to take measures to ensure the delivery of humanitarian assistance in Duala, Sharing the Secretary-General's intolerable, assessment that the situation in Duala is

Determined to establish as soon as possible the necessary conditions for the delivery of humanitarian assistance wherever needed in Duala, Noting the offer by Member States aimed at establishing a secure environment for humanitarian relief operations in Dualan as soon as possible, Recognizing that the people of Duala bear ultimate responsibility for national reconciliation and the reconstruction of their own country, Determining that the situation in the Dualan Arab Jamahiriya continues to constitute a threat to international peace and security,

Acting under Chapter VII of the Charter of the United Nations, 1. Demands the immediate establishment of a ceasefire and a complete end to violence and all attacks against, and abuses of, civilians, 2. Demands that all parties, movements and factions in Duala take all measures necessary to facilitate the efforts of the United Nations, its specialized agencies and humanitarian organizations to provide urgent humanitarian assistance to the affected population in Duala, 3. Decides to establish a ban on all flights in the airspace of the Dualan Arab Jamahiriya in order to help protect civilians, 4. Decides further that the ban imposed by paragraph 4 shall not apply to flights whose sole purpose is humanitarian, nor shall it apply to flights which are deemed necessary by States acting under the authorization conferred in paragraph 5 to be for the benefit of the Dualan people, 5. Authorizes the Member States, to take all necessary measures to enforce compliance with the ban on flights imposed by paragraph 4 above, 6. Acting under Chapter VII of the United Nations Charter of the United Nations, authorizes Member States to form a multinational force under unified command and control and, in this framework, to use all necessary means to assert the return of democracy and the well being of the civilian population, 7. Calls on all Member States which are in a position to do so to provide military forces and to make additional contributions, in cash or in kind, in accordance with paragraph 6 above and requests the Secretary-General to establish a fund through which the contributions, where appropriate, could be channelled to the States or operations concerned; 8. Calls upon all Member States, in particular States of the region, in order to ensure strict implementation of the arms embargo established by paragraphs 9 and 10 of resolution 2045 (2011), to inspect in their territory, including seaports and airports, and on the high seas, vessels and aircraft bound to or from the Dualan Arab Jamahiriya, if the State concerned has information that provides reasonable grounds to believe that the cargo contains items the supply, sale, transfer or export of which is prohibited by paragraphs 9 or 10 of resolution 2045 (2011), including the provision of armed mercenary personnel, calls upon all flag States of such vessels and aircraft to cooperate with such inspections and authorises Member States to use all measures commensurate to the specific circumstances to carry out such inspections, 9. Decides that the asset freeze imposed by paragraph 17, 19, 20 and 21 of resolution 2045 (2011) shall apply to all funds, other financial assets and economic resources which are on their territories, which are owned or controlled, directly or indirectly, by the Dualan authorities, as designated by the Committee, or by individuals or entities acting on their behalf or at their direction, or by entities owned or controlled by them, as designated by the Committee, and decides further that all States shall ensure that any funds, financial assets or economic resources are prevented from being made available by their nationals or by any individuals or entities within their territories, to or for the benefit of the Dualan authorities, as designated by the Committee, or individuals or entities acting on their behalf or at their direction, or entities owned or controlled by them, as designated by the Committee, and directs the Committee to designate such Dualan authorities, individuals or entities within 30 days of the date of the adoption of this resolution and as appropriate thereafter;

10. Affirms its determination to ensure that assets frozen pursuant to paragraph 17 of resolution 2045 (2011) shall, at a later stage, as soon as possible be made available to and for the benefit of the people of the Dualan Arab Jamahiriya; 11. Decides that the individuals listed in travel restrictions imposed in paragraphs 15 and decides further that the individuals and be subject to the asset freeze imposed in resolution 2045 (2011); 11.
