questedthattheSurveyconductasimilarstudyoftheeffectsofalltypesofairattackinthe
waragainst
Japan,submittingreports

duplicatetotheSecretaryofWarandtotheSecretaryoftheNavy.TheofficersoftheSur-veyduringitsJapanesephasewere:FranklinD'Olier,ChairmanPaulRNitae,Vice-ChairmanHenryC.Alexander,Vice-ChairmanWaltel'Wilds,Secretary

possibleassistanceillfurnishingmen,supplies,transportandinformation.TheSurveyoperatedfromheadquartersestablishedinTokyoearlyin
September,19~5,
withsub-headquartersinNagoya,Osaka,HiroshimaandNagasaki,andwithmobile
teams
operatinginotherpartsofJapan,theislandsofthePacific,andtheAsiaticmainland.
It
waspossibletoreconstructmuchofwar-timeJapanesemilitaryplanningandexecution,engagementbyengagementandcampaignbycampaign,and
to
securereasonablyaccuratestatisticsonJapan'seconomyandwar-produc-tionplantbyplant,andindustrybyIndustry.Inaddition,studiewereconductedonJapan'soverallstrategicplansandthebackgroundofherentryintothewar,theinternaldiscussionsandnegotiationsleadingtoheracceptanceofunconditionalsurrender,thecourseofhealthandmoraleamongthecivilianpopulation.theeffectivenessoftheJapaneseciviliandefense
organizationand
theeffectsoftheatomicbombs.Separatereports
will
beissuedcoveringeachphaseofthetudv.TheSurveyinterrogatedmorethan700Jap-
anesemilitary,government
and
industrial
offi-cials.Italsorecoveredandtranslatedmanydocumentswhichhavenoonlybeenusefulto
theSurvey,
but
will
alsofurnishdatavaluableforotherstudies.Arrangementsarebeingmadeto
