Yesterday, on October 25, 2011, Plaintiffs, who are demonstrators involved in theOccupy Cleveland movement, filed a Complaint (Doc. # 1) and accompanying Motion (Doc # 3)seeking a temporary restraining order to enjoin the City of Cleveland from enforcing ClevelandOrdinance 559.541. That ordinance prohibits individuals from remaining on the Public Squarein Downtown Cleveland between the hours of 10PM and 5AM, unless they obtain a permit fromthe City. Early this morning, Defendant filed a response (Doc. # 6) to Plaintiffs’ Motion.The Court met with counsel for both sides this morning in chambers. Together, the parties were able to reach a resolution. The City has agreed to grant the demonstrators a permitto be in the Northwest Quadrant of the Public Square–also known as the Tom Johnsonquadrant–during the hours of 10PM and 5AM. The permit will last through the end of  November. The demonstrators will be prohibited from erecting any permanentstructures–though items such as tables, chairs, signs, and banners will be allowed–and the
