In the small village of Norwoodand the neighboring community of Clipperview, residents are shakingtheir heads at the Charlevoix County Road Commission’s decision to deny them a road designation at an Oct.21 meeting.“I’m stunned,” Frank Hamilton of Norwood Township said. “is is very disappointing.”e residents had done theirhomework when they took the re-quest to designate Lakeshore Drive a“Natural Beauty Road” to the roadcommission. e state’s Departmentof Natural Resources Guidelineswere followed. Petitions were sub-mitted, one that contained 90 signa-tures, another that contained 39signatures, well over the 25 signa-tures required for each of the peti-tions.In addition, Advanced Master Gar-deners Nancy Cleland and JeannetteKling conducted a botanical inven-tory along Lakeshore Drive and ahistory of the area by Charles E. Cle-land PhD was presented to roadcommissioners.Residents had attended a publichearing on Oct. 11. e standing-room-only hearing in NorwoodTownship Hall was packed with citi-zens who spoke to the three roadcommissioners, Keith Ogden, DougWay and Russell MaGee, about thereasons the road should receive thedesignation.e people of Norwood Townshipwant Lakeshore Drive designated aNatural Beauty Road because of thecharacter of the road with its naturalfeatures, and because it is a local ac-cess road so the speed limit could be25 miles per hour instead of 55 miles

With a bench trial loomingfor an East Jordan PublicSchool teacher, a motion todismiss the alleged assaultcase against her was grantedon October 20, by JudgeRichard W. May in districtcourt.Teacher Paula Vollbach’s at-torney, Mary Beth Kur, ledthe motion to dismiss under a1909 state statute known asthe doctrine of in loco paren-tis. e doctrine arose fromthe case of People v Green.e law provides that the par-ent, custodian or one placedin authority over a minorchild may exercise a reason-able amount of force in thechild’s chastisement, and solong as he or she acts in goodfaith, they are not liable unlessthe punishment is excessiveand cruel.Vollbach was accused of as-sault for allegedly hitting a 10-year-old student on the handwith a ruler. She was arrestedon March 23. e child’s handhad no signs of marks orbruising in photographs takensoon aer the alleged assault.e court ruled that takingall the prosecution says is true, the actions complained of donot meet the threshold for anassault.

Halloween is one of the most enjoable annual celebrationsfor kids of all ages. It’s the biggest costume part of the ear,an opportunit to greet those smiling faces of neighborhood chil-dren at the front door, and of course, nar a sweet tooth goesunsatisfied. A happ Halloween is a safe Halloween, so hereare a few tips to help ensure this October 31
st
is the best Hal-loween ever. The American Academ of Pediatrics (AAP) points out thatcostumes should be bright and reflective. Make sure that shoesfit well and that costumes are short enough to prevent tripping, entanglement or contact with flame (though costumes should benon-flammable).Consider adding reflective tape or striping to costumes andtrick-or-treat bags for greater visibilit. Glow Sticks, Glow Stickbracelets and small flashlights are accessories that also helpraise a child’s visibilit in the dark. Because masks can limit orblock eesight, consider non-toic makeup and decorative hatsas safer alternatives. Hats should fit properl to prevent themfrom sliding over ees.If a sword, cane, or stick is a part of our child's costume, make sure it is not sharp or too long. Teach children how to call9-1-1 (or their local emergenc number) if the have an emer-genc or become lost. The AAP also notes that to keep homes safe for visiting trick-or-treaters, residents should remove from the porch and frontard anthing a child could trip over such as garden hoses,tos, bikes and lawn decorations. The should also check out-door lights and replace burned-out bulbs, wet leaves should beswept from sidewalks and steps, and please restrain pets sothe do not inadvertentl jump on or bite a trick-or-treater.A few AAP tips for making the neighborhood rounds on Hal-loween evening;- A parent or responsible adult should alwas accompanoung children while trick-or-treating.- If our older children are going alone, plan and review theroute that is acceptable to ou. Agree on a specific time whenthe should return home.- Onl go to homes with a porch light on and never enter ahome or car for a treat.Because pedestrian injuries are the most common injuries tochildren on Halloween, remind trick-or treaters to:- Sta in a group and communicate where the will be going.- Carr a cell phone for quick communication.- Remain on well-lit streets and alwas use the sidewalk.- If no sidewalk is available, walk at the far edge of the road-wa facing traffic.- Never cut across ards or use alles.- Onl cross the street as a group in established crosswalks(as recognized b local custom). Never cross between parkedcars or out drivewas.- Don't assume the right of wa. Motorists ma have troublespotting trick-or-treaters. Just because one car stops, doesn'tmean others will!- Law enforcement authorities should be notified immediatelof an suspicious or unlawful activitOf course, Halloween means lots and lots of cand andtreats. A good meal prior to parties and trick-or-treating will dis-courage oungsters from filling up on Halloween treats. Also;- Consider purchasing non-food treats for those who visit ourhome, such as coloring books or pens and pencils.-Wait until children are home to sort and check treats.- Though tampering is rare, a responsible adult should closeleamine all treats and throw awa an spoiled, unwrapped orsuspicious items.- The Centers for Disease Control and Prevention (CDC) rec-ommends eating onl factor-wrapped treats. Avoid eatinghomemade treats unless ou know the cook well. It’s also a ver good idea to ration treats for the das follow-ing Halloween. Let’s see; three for the trick-or-treater, one forme…
