TheCityofNorthamptoncommencedlandfilloperationsattheGlendaleRoadsiteinthe1960's(seeSiteLocusMap).TheCityofEasthamptonpermittedtheMaloneyWellthroughtheMassDEPDivisionofWaterSupplyin1976.Throughoutthe1990'stheCityofNorthamptonreceivedpermitsforlinedexpansionsoftheNorthamptonlandfillattheexistingsite,Thelandfillcurrentlyacceptsmunicipalsolidwastefromnumerouscommunitiesintheregion.OnAugust2,2001theDepartment,aspartoftheSourceWaterAssessmentProgram(SWAP),approvedaconceptualZoneIIdelineationfortheMaloneyWellinEasthamptonthatencompassesboththeexistingNorthamptonLandfillandtheproposedexpansionAdditionally,anumberofexistinglanduses
in
EasthamptonarewithintheZoneIIandposeapotentialtlueattothewell,includingtwoclosedEasthamptonlandfillswhichliebetweentheNorthamptonLandfillandthewell,
Background
TheMaloneyWellisafreeflowingartesian(confined),graveldevelopedwell,installedin1975,.Duetoelevatedmanganeseconcentrations,thewellhasnotbeenusedsinceNovember1996,TheCityofEasthamptondevelopedanewwell(NonotuckWell)toreplacetheMaloneyWellcapacity.TheMaloneywellis,however,maintainedasanactivewell,allowingEasthamptontheflexibilitytousethewellondemand,asneeded,Easthamptonalsousesseveralotherwells(HendricksStreetwellfield,PinesWellandBrooksStreetWell)andthesewellsprovideadequatesourcestoallowtheMaloneyWelltobeusedonlyforactiveback-up,TheMaloneyWellislocatedwithintheBarnesAquifer,averyextensiveburiedvalley,sandandgravelaquiferextendingfromtheWestfieldRiverinthesouthtoNorthamptonThenorthernportionoftheBarnesAquiferconsistsofthree"lobes",theeastandwestlobesflowingnorthtowardthecenterofEasthamptonandthenorthwestlobeflowingsoutheasttowardthecenterofEasthamptonandtheneast/northeasttowardtheMaloneyWellandtheConnecticutRiver(seeMaloneyWellWatershedmapandHydrogeologicFeaturesmap)TheNorthamptonLandfillislocatedinthenorthwest"lobe"Thelandfillislocatedapproximately16,000feetwestoftheMaloneyWell,butapproximately22,000feetalongthegroundwaterflowpath,TheMaloneyWellislocateddowngradientoftheconfluenceofthethreelobes.
Proposal
TheCityofNoIthamptonisproposingtoexpandtheNorthamptonlandfillontoaparceloflandadjacenttoandnorthoftheexistinglandfilloperation(seeConceptualGtadingPlan).Theexpansionareas,designatedasPhases5and5B,werepurchasedbytheCityin1988forthepurposeoftheexpansion.TheproposedPhase5areais15.6acresandtheproposedPhase5Bar'eais4Jacres.Thecurrentpermittedlandfillisexpectedtorunoutofcapacityattheendof2007orearly2008Theproposedexpansionarea,includingtheareaofoverlapontotheexistinglandfill(anadditional9,.5acres)willprovideanestimatedgrossvolume(notincludingthevolumetakenupbythelinerandcap)of2,237,000cubicyards,whichwillprovide21yearsofadditionalcapacityatthecurrentdisposalrateTheapplicantisrequestingawaiveroftherequirementsof310CMR16AO(3)(a)1and10,withrespecttothesitingofthePhase5and5BexpansionareasintheZoneIIofapublicdrinking2
