SITUATION REPORT UPDATE: 28th OCTOBER 2011

IMPORTANT NEWS
Important note: 1. The MFA has organized briefings for the Heads of Diplomatic Missions on flood situation: - Friday, 28th October 2011, 15.00 hrs. (MFA, Narathip Auditorium) by Police General Pracha Promnog, Minister of Justice, Head of the Flood Relief Operation Centre; - Monday, 31st October 2011, 10.00 hrs. (MFA, Narathip Auditorium) by H.E. Mr. Kittirat Na-Ranong, Deputy Prime Minister and Minister of Commerce and H.E. Mr. Thirachai Phauvanatnaranubala, Minister of Finance. 2. The MFA Thailand has set up the coordination center at the Department of Protocol to facilitate all Diplomatic and Consular Missions and International Organizations in Bangkok in emergency cases related to the flood crisis. The center does not stand as an information source on flood situation. It has been created to assists the missions if their premises have been affected by the floods and relocation is required. The Cabinet has declared 27th, 28th and 31st October,2011 a Public Holiday for 21 provinces: Bangkok, Sukhothai, Phichit, Phitsanulok, Nakhon Sawan, Uthai Thani, Chai Nat, Sing Buri, Ang Thong, Ayutthaya, Pathum Thani, Nonthaburi, Lop Buri, Saraburi, Nakhon Nayok, Prachin Buri, Chachoengsao, Suphan Buri, Nakhom pathom, Kamphaeng Phet, Tak. Travel alert All EU MS advise their citizens to monitor closely the situation, particularly in Bangkok, giving the sources of information (e.g. disaster center, local media, etc). The Embassies factually update their advices and some of them have already upgraded the level of travel advice for the particual period of time: 27th 31st October 2011. AT, ES, IT, FI, DE, HU, NL, SK, CZ, UK, DK and PL advise against non-essential travel to Bangkok and most of them also to the flood-ridden Northern and Northeastern provinces of Thailand. It is stressed though, that the Suvarnabhumi international airport remains open, can be reached from the city centre and flights to destinations elsewhere in Thailand continue to operate normally. Weather forecast /metrological department/ The moderate northeast monsoon prevails over the Gulf of Thailand and southern Thailand. Abundant rain and Isolated heavy fall is likely over the Southern Thailand east coast. CENTRAL: Widely scattered thundershower mostly in: Uthai Thani, Nakhon Pathom, Samut Songkhram, Ratchaburi and Kanchanaburi. During 28th 30th October - widely scattered thundershowers mainly in the lower portion. During 31st October 2nd November - isolated to widely scattered thundershowers. 1. 26 affected provinces in Thailand. During 1st June 26th October 2011 totally 2,205 mm more rainfall then average (42% more). 3. The inundation in affected provinces remains unchanged or decreases with the exception of: Mueang, Rasisalai, Kanthararom (Sisaket Province); Thung Khao Luang (Nakhon Ratchasima Province). 4. The total fatalities are 373 deaths and 2 missing (1 in Mae Hong Son, and 1 in Uttaradit). 5. No foreigners amongst fatalities. 6. The heaviest rainfall in the past 24 hours is in Thoong Sub-District, Chaiya District and Suratthani Province at 134.0 mm. 7. Major tourist destinations such as: Chiang Mai, Chiang Rai, Lampang, Kanchanaburi, Ratchaburi, Pattaya, Ko Chang, Rayong, Phuket, Krabi, Trang, Ko Samui and all provinces in southern Thailand are experiencing normal weather conditions (for Bangkok see: current situation).

Situation description: A. 28th 31th October is on alert as another high tide is expected. Due to highest sea level expected from October 27th 31st at 2,65 m (for comparison, the last highest sea level was reported on 25th October at 2,30 m). BMA still keeps all the district of Bangkok on alert, however it has been underlined that if the maintenance and drainage of water remains on the same level as currently there is a possibility that only part of the Bangkoks districts will be flooded, particularly those located by the Chao Phraya river and close to main canals.

SITUATION REPORT B. Chao Phraya water level is expected to reach 2,5 m (flood barriers) in most places by todays evening. Caution has been advised to the communities of Piyawat and Phumichitr located along Khlong Prakanong). Flooding expected today at Chatuchak (marekt closed over the weekend) and Lad Phrao Intersection. C. PM has advised that all the communities in Bangkok province should remain highest caution, move their valuable belongings as well as the electrical appliances to higher level due to flowing volume of water, whereas BMA has advised the communities residing along the river to move to temporary shelters. No official evacuation notice has been issued though. Enclosed BMAs evacuation procedure in case of flooding. D. The water level in the main canals in Bangkok for the last 24 hrs: - Khlong Prempracha (in front of Don Muaeng Police station) - reached embankment - Khlong Prompracha (Wat Therasoontorn) - 15 cm below embankment - Khlong Bang Prom (Kanchanapisek Road) - 9 cm below embankment - Khlong Rangsit at Chulalongkorn Water Gate - 4.07 m (sandbags: 4,30 m) - Khlong Rangsit 3 - 13,5 cm over embankment - Other canals - normal level E. The capacity of major Dams, which have the influence on the inner Bangkok situation, is: - Bhumibol Dam 99,7 % (decreased) - Sirikit Dam 99,8 % (increased) - Kwae Noi Dam 100,0 % (increased) - Pasak Dam 135,0 % (increased) - Ubonrat Dam (Khon Kaen Province) 114,0 % (decreased) - Lampao Dam (kalasin Province) 100,0 % (unchanged) F. As alerted before, the water level in Khlong Maha Sawat (connection between Nonthaburi and Nakhom Pathom) has increased due to constantly increasing water in connected Khlong Thawi Watthana (current level 2,45 m, increase of 16 cm since yesterday). Therefore BMA has evacuated Sala Thammasop Sub-District of the Thawi Watthana District to temporary shelters. Some areas around Phutthamonthon are already flooded uop to 50 cm. Evacuation of the whole district is currently under consideration and depends on the situation development. Flooding in the areas of Salaya, Putthamonthin, Bang Yai and Bang Kurai has a great impact on the situation in the inner Bangkok. As the water is flowing down to Taling Chanand and Bang Phlat districts.

SITUATION REPORT 6. Electricity The Metropolitan Electricity Authority INFO: 1130 (Hotline) and 02-256-3222 (Flood Operation Center) No power shortages in the inner Bangkok have been reported yet. Metropolitan Electricity Authority is closely monitoring the situation especially in the alerted districts. The power shall be cut off if the water is over 1 m currently no power shortages are planned for the affected areas in Bangkok. The power shortages will be performed regionally and once the water decrease, the inspection will need to be performed in order to turn it on again. Most buildings in Bangkok have generators, however in case of power shortage it is used for elevators back up and is sufficient for few hours only. No electricity in the areas of: - Bang Bua Thong (Nonthaburi) INFO 1130 - Bang Yai (Bangkok) INFO 1130 - Pathum Thani (only areas where water is above 1 m) INFO 1129 - Ayutthaya (only areas where water is above 1 m) INFO 1129 7. Tap water The Metropolitan Waterworks Authority INFO: 1125 (Hotline) The Metropolitan Waterworks Authority as well as FROC has advised that the tap water quality is still in compliance with the WHO standard. However, in some areas it might be slightly contaminated (yellowish color and smell). The contamination is not health threatening though. So far there is no risk of tap water incapacity. However water shortages might be expected in the flooded areas to prevent water contamination. 8. Diseases and medication The Ministry of Public Health INFO: 1669 The Ministry has advised that so far there is no epidemical threat due to the flooding. The situation is being very closely monitored especially in the affected areas for the occurrence of: pinkeye, measles, diarrhea, leptospirosis, dengue fever, malaria and cold. The top 5 reported illnesses are: 1) tinea pedis, 2) strained muscles, 3) fever, 4) skin disease and 5) headache. Shortages of certain medications have already been reported and some are expected. Therefore, the Ministry has instructed respective authorities to verify the shortage and supplies in order to increase production or import particular medication. 9. Food and drinking water Shortage of dried / tinned food and bottled water has been reported in most supermarkets due to supply chain disruption as well as high. A product distribution centre has been opened at Don Muaeng airport and more other locations are planned (e.g. Chon Buri and Nakhon Ratchasima). The production of the missing items has been increased as well as extra imports of consumer goods have been allowed by the government. The Ground Water Resources provides clean water for the flood victims in affected areas. People need to bring their containers though. Temporary Shelter Centers Shelter centers prepared in case the evacuation: http://www.google.org/crisismap?crisis=thailand_floods_en NOTE: Thammasart University temporary shelter has been evacuated due to flashfloods. TRANSPORTATION AIRPORTS:
SUVARNABHUMI operating normally The air traffic has been reported due to flights rebounded from Don Muaeng airport. Only minor delays confirmed as of the moment. The airport is well-secured and local authorities insist on confirming it will not be affected by the floods. U-Tapao military airport is ready for eventual overtaking of flights. There are few airlines which already delegated their staff to U-Tapao (e.g. Singapore, Air Asia, Thai airlines). The water level is still controllable and is not threatening the flights at the moment. There are 3 main ways to transfer to Suvarnabhumi airport: Bang Na - Trade Motorway Onnuj Lad Krabang fully passable fully passable fully passable

In case of Suvarnabhumi closure, U-Tapao may take over only small part of the flights (capacity about 3,000 passengers a day whereas for Suvarnabhumi its aprox. 140,000). Most flights will be redirected to other airports, though further transportation to the destination points will be difficult due to affected roads. Current water level is up to 80 cm depending on the area. The water level is controllable. It is necessary to contact with the particular airlines to confirm the flight status or schedule. Water in front of the terminal 1 and 2 is controllable at the moment (currently over 50 cm). Currently operating normally. However, it is expected that the train shall not stop in some areas if the water level is high and may endanger the safety of the passengers. Airport Link operating normally.

/24 hrs INFO: 1690/ The railway from Chongtai Station to Keng Sue Ten Station is terminated from 15th October 2011 to 14th February 2012 (railways repairing, improvement and wrench changing) 11 affected routes namely: Don Muang - Rangsit, Rangsit Chaing Rak, Chaing Rak Chaing Rak Noi, Chaing Rak Noi Klong Put Sa, Klong Put Sa Pang Pa In, Pang Pa In Ban Po, Ban Po Ayutthaya, Ayutthaya Ban Ma, Lop Buri Ta Kae, Nong Pla Duk Suphan Buri and Bang Sue Bang Bamru.

IMMIGRATION MATTERS /remains unchanged/

The Commander has not taken yet the decision regarding the overstay matters due to the crisis situation cause by the floods. Temporary solution for the foreign tourist or alien who lives in Ayutthaya, Angthong or Supanburi Province: 1. Overstays - inform the name, surname, passport number and validity of the expired visa at the mobile number of Pol. Lt. Phuen Duangjina 083-6941694. Afterwards, the alien should contact the Immigration as soon as it will be possible and the visa shall be extended with no repercussions. 2. Lost passport cases and the transfer of the visa contact Pol. Capt. Siriporn at the mobile number 089-7850314 . Other assistance regarding the immigration matters in Ayutthaya personal contact the Asian Highway Patrol Unit (opposite Ayutthaya Government Complex).
