theNationalHead-quarterswereestablishedbyherinWashington,D.C.,andMissEdithJohnstonbecametheNationalSecretary.ThenameGirlGuideswasthenchangedtoGirlScoutsbecausetheobjectoftheorganizationistopromotethetenScoutLaws:TRUTH,LOYALTY,HELPFULNESS,FRIENDLINESS,COURTESY,KINDNESS,OBEDIENCE,CHEERFULNESS,PURITY,andTHRIFT.ThetrainingofGirlScoutsissetforthintheHandbook,writtenbyLieut.GeneralSirRobertBaden-PowellandMissBadenPowell.JulietteLowobtainedtherightsoftheirbookandwiththehelpofexpertsfromallpartsofthecountrysheadapteditfortheuseoftheGirlScoutsoftheUnitedStates.
It
isimpossibletotrainGirlScoutswithouttheHandbook.In

aConventionofGirlScoutleadersfrommostofthelargecitieswasheld,andaNationalCouncilwasformed,composedofdelegatesfromthecitiesorcommunitieswheremorethan

Scoutswereenrolled.ThisNationalCouncilmetinWashington,D.C.onJune10th,
1915,
andputthemanagementofthebusinessoftheNationalOr-ganizationinthehandsofanExecutiveCommittee,composedofEXECUTIVECOMMITTEE.APresident.ASecretaryorExecutiveOfficer.ATreasurer.AVice-President.ChiefCommissioner.SixormoremembersoftheNationalCouncil.DutiesoftheExecutiveCommittee.(1)TograntcharterstotheLocalCouncilsofGirlScouts.

Tomanufactureandcopyrightthebadges.
(3)
Todecideaboutuniformsandotherequipment.AteveryannualmeetingoftheNationalCouncilthereisanelec-tionoftheExecutiveCommittee.Thiscommittee
has
thepowertocancelacharter.
NATIONALHEADQUARTERS.
In
1916
JulietteLowmovedtheHeadquarterstoNewYorkandplacedMr.MontagueGammoninchargeaschiefexecutive.TheNationalHeadquartershasastaffofofficersto
do
theworkoftheorganization,andtheyholdtheirpositionsatthepleasureoftheExecutiveBoard.TheChiefExecutiveisappointedbythePresidentandholdshisofficetatthepleasureofthePresident.COUNCILS.Eachcityorlocalityshouldhave;,aLocalCounciloftwelveormoremembers,accordingtothesizeofthecommunity,TheselocalCouncilsareunderthedirectionaoftheNationalCouncilandobtain
 
theirchartersfromheadquarters.WhereonehundredormoreGirlScoutshavebeenenrolled,theLocalCouncilhastherighttosendonerepresentativetotheNationalCouncil.(1)ThejurisdictionofeachLocalCouncilshallnotexceedtheboundaryofthetown,cityorcountywhereithasbeenformed.(2)Nochartershallbegrantedtoacountyorganizationwhichwouldinterferewiththecharterrightsofatownorcitycouncilalreadyorganizedthere.(3)TheNationalCouncilmayuseitsowndiscretioninauthor-izingtheestablishmentofprovisionallocalcouncilsforacountyorlargerterritorythanacounty.Suchcouncilsaretobeonlypro-visional,andanycityortowncouncilwithinanareaofthepro-visionalcouncilhastherightofwithdrawingfrom
this
temporarycouncilwiththeapprovaloftheNationalorganization.
HOWTO
BEGIN.TheGirlScoutMovementissometimesstartedinacommunitybythegirlsthemselves,whogettheirschoolteacherorthewifeoftheBoyScoutMasterorthemotherofoneofthegirlstobecometheircaptain;orsometimesitisestablishedinthe

W.C.A.,orinasettlementhouse,orintheJewishAlliance,orinco-operationwiththeSundaySchool.
It
isNONSECTARIANandNONPOLITICAL.A,ssoonaspossibleafterthepatrolsareenrolledtheCaptainshouldendeavor
to
formalocalcouncilcomposedoftherepre-sentativewomenofthecommunity,andtheyshouldadoptacon-stitution.Thefollowinglocalconstitution
is
suggested:
LOCALCONSTITUTIONANDBY-LAWS.CONSTITUTION.
Article
I.-Name.
ThenameoftheorganizationshallbeTheBoardofCouncilorsoftheGirlScouts.
Articlen.-Object.
TheobjectoftheorganizationshallbetopromotethewelfareoftheGirlScoutsofthisdistrict,tomaintaintheprinciplesassetforthbytheNationalOrganizationforthedevelopmentofgirlsphysically,mentallyandmorally,andtokeepahighstand-ardbeforethosewhocomewithinitsinfluence.Article
III.-Membership.
Section
1.
ThisCouncilshallbecomposedof_membersrepresentingtheeducational,philanthropicandotherinterestsofthecommunity.Section2.EachmemberoftheBoardmustsignthefollowingform:"IhavereadtheConstitutionandBy-Laws,andtheGirlScout"Laws,andIpromisetofurthertheobjectforwhichthisBoardisformed."Section3.VacanciesmaybefilledatanyregularmeetingoftheBoard,byballot,andtwonegativevote'sshallexcludefrommem-bership.
