1. The next meeting of the Council of Administrationwill be held in the Capitol Plaza Hotel,Jefferson City on Saturday, February 4, 2012,starting promptly at 8:00 a.m.Council meetingsare open to the membership and members are encouraged to attend. The highlightof theFebruarymeeting will be ourannual Voice of Democracy Award Banquet. State winners in theVoice of Democracy, Patriots Pen,and Teachers Award programs will be honored. Workshopswill be scheduled during the weekend. The schedule of events and additional information willbe sent outwith the December General Orders and posted on the weblogatwww.vfwwebcom.org/missouriwhen finalized.2. The 2012Membership Campaign is off to a slowstart. If the Department of Missouri is toenjoy a membership growth this year,a tremendous amount of work must be done. All unpaid2011members can assist in this endeavor by prompt payment of their 2012dues.Duesnotices were sent out to continuous members in October. Now is the time to be writing thoseletters, making phone calls,and knocking on doors. All continuous members should be paid upby December 31and encouraged to purchase a life membership.
It’s not the price they pay to be a member that matters; it’s the price they paid to be eligiblefor membership.
Section 105 of the National By-Laws is clear on Members in Good Standing in the Post.Members that have not paid their 2012dues by December 31 are not in good standing until thedues are paid. Section 220 of the National By-Laws states, “Any elective Post Officer removedby the Department Commander, by reason of failure to pay current dues ---shall not be eligibleto serve in any Post office in the same administrative year in which the officer is removed.”
Post Commanders shall ensure that all their Post Officers have paid their 2012dues byDecember 1.There’s no reason to delay until the last minute.
3. The Veteran Service Officer Program is vital to our organization. Donations from Posts, Auxiliaries,and individualson a continuing basis arecritical to this program. Without your donations,we cannot continue to provide the service we are now providing andthis program iswhat we are about. Over one-thirdof the claims filed through the St. Louis VA Regional Officeare filedby VFW Service Officers. Remember,they are employed by you, the VFW membersin Missouri to assist your members and Veterans in your communityin obtaining vital healthcare and VA benefits.
The State Commander’sexpectation is that every Post donate aminimumof $3.00 per memberby December 31.

4. Members who received cardsor labels, and have not remitted their donation are requestedto make payment at an early date. All proceeds from these donations, after administrative cost,arereturned to theDepartments. The revenue derived from this program is vital to theoperation of Department programs.If you no longer wish to receive mailings, a new feature hasbeen added where you can contribute regularly through your credit card account.Please givethis new feature your consideration.5. All Deputy Inspectors should strive to complete their assigned inspections by the end of theyear.6. All District Commanders should strive to complete their Post visits by December 31. Postvisit reports should be sent to Department Headquarters immediately following such visits.It’simportant that you visit the Post early in the year and give them encouragement and offer toassist them in problems they may be having.
We can’t afford to see more Postsclose for lack of attention.
7. Updated copies of the National By-Laws are now available from the Supply Department atNational Headquarters.There were several By-Law changes adopted at the 2011NationalConvention.
All Posts needto purchase a copy of the new manual for their Post.
8.All posts are now required to file a Federal Income Tax return.
NO EXCEPTIONS!
Postsmay obtain forms 990EZ, 990 and/or 990T from any IRS Office or “On Line” athttp://www.irs.gov. Posts with a year end of 30 June must file with the IRSprior to 15November 2011. If your gross income (from all sources) is less than $25,000.00 per year, youwill file form 990N “On Line” from now on. Go on line to the IRS site,http://www.epostcard.form99.org/ and follow the three (3) steps to sign up and file.9.All should make plans to observe Veterans Day on November 11th.This is a greatopportunity to distribute Buddy Poppiesand promote your Post and the VFWin the localcommunity.10. Voice of Democracy, Patriot’s Pen,andTeacher Award judging by your Posts should starton November 2

Post winning entries should be sent to the District for judging by November 15
th
. District Chairs should send a summary report along with the winning District Teacher,Voice of Democracy,and Patriot’sPen entry forms to the Department Chairby December 15
th
.Program entry forms can be downloaded (copied) from the VFW website:http://www.vfw.org/resources/pdf . Program Chairs are: Voice ofDemocracy&Patriots Pen, JimCook;and Teachers Award, Charlie Jamis. When you honor a teacher, your Post will benefitwith Patriot’s Pen and Voice of Democracy entries in the future. Honor a teacher at eachteaching level, Elementary, Middle School, and High School.
