Jacob is the former of all things; Israel is the rod of his inheritance (Jer

ed the same to Jacob for a law,

the above and others, all having the notion of Jacob signifying “temporal”,whereas Israel representing “everlasting”, in their meaning.
Prior to unbelief setting in, however, spiritual Israel is synonymous only with natural Israel. Simply put, natural Israel was spiritual Israel.
 From the above then,Jacob = IsraelAnd,Natural Israel = spiritual Israel [i] (i.e. before unbelief sets in)Furthermore, sinceChurch = spiritual Israel [ii]Thus, combining [i] & [ii],Natural Israel = church (before unbelief sets in);recollecting earlier, natural Israel, being referred to as the
children of Israel

in v38 of the same chapter.

The naming of saints or church was not used only upon Jesus’ first coming or 
in the Book of Acts, as we are constantly been taught, but go all the way backto the OT. So, terms, like saints, church and people of God
are all OT stuff
tobegin with, and they were first accorded to the children of Israel (naturalIsrael), who were also at the same time called spiritual Israel, if they continue
to keep God’s commandments.
 This simply means that, as long as the children of Israel continue to keep Hiscommandments, including and extending into the NT, recognizing and
receiving Jesus Christ as their Lord and Saviour, God promises them that Hewill
“establish thee (Israel) an
holy people unto Himself, as he hath sworn untothee, if thou shalt keep the commandments of the LORD thy God, and walk in
his ways.” (Deut 28:9)
 Not just people, but holy people, and the rest of the terms come together
 chosen generation, royal priesthood, an holy nation, peculiar people
makingnatural Israel,
spiritual Israel 
.As for the Gentiles, when Jesus Christ came and what he had done on the
cross, “… he hath reconciled
unto God in one body by the cross…” (Eph
2:16). Both refer to the Circumcision and the Uncircumcision, Jews andGentiles alike, respectively (Eph 2:10-16).As such, both Jewish and Gentile believers are now one and the same Bodyof Christ, also called saints or the church. This is the true meaning of whatspiritual Israel is. [Pause]More appropriately, spiritual Israel is called Israel of God in the Scripture (Gal6:15,16).
The church
To put it another way, the church is not made up of Gentile believers alone, assome quarters of the community would like us to believe, but also Jewishbelievers. Together, they constitute the members of the Body of Christ.
Mystery understood
The above understanding is what Paul, in the book of Ephesians, called amystery, which was revealed to him, as well as the apostles and prophets atthat time, and the revelation of this mystery is now make clear here (See Eph3:3-6, whose background is given in Ephesians 2:10-22).
Extended Into the NT
“Extended into the NT” is construed to mean that the children of Israel or Jews
(i.e. natural Israel) were spiritual Israel from the beginning, and they continueto be so into the NT through believing in Jesus Christ.The Bible aptly puts it in John 8:31, 32 concerning believing Jews,
Then said Jesus to those Jews which believed on him, If ye continue in my word, then are ye my disciples indeed,
And ye shall know the truth, and the truth shall make you free.
