There are two Jerusalem’s in scripture. There is earthly Jerusalem and there is heavenly
 Jerusalem. A believer must discern between the two in reading the prophets. Failure to do sowill result in applying prophecies that are fulfilled in heavenly Jerusalem to earthly Jerusalem. Sometimes it is difficult to determine the difference between the earthly and the heavenly within a prophecy.The way to determine what prophecies are fulfilled in the heavenly Jerusalem is to see the apostolic interpretation. For example John sees Jerusalem descending from God of heaven.
Revelation 21
1. And I saw a new heaven and a new earth: for the first heaven and the first earth were passedaway; and there was no more sea.2. And I John saw the holy city, new Jerusalem, coming down from God out of heaven, preparedas a bride adorned for her husband.
 
Isa.65:17
For, behold, I create new heavens and a new earth: and the former shall not beremembered, nor come into mind.18. But be ye glad and rejoice forever in that which I create: for, behold, I create Jerusalem arejoicing, and her people a joy.19. And I will rejoice in Jerusalem, and joy in my people: and the voice of weeping shall be nomore heard in her, nor the voice of crying.
The creation of Jerusalem as a rejoicing and her people a joy is connected to the new heavens and new earth. The new heavens and new earth is seen by John in the Revelation.The new heavens and new earth arrives after the burning of Babylon. In other words the
 Jerusalem of Isaiah’s prophecy is created after the destruction of Babylon in the new heavens
 and new earth. Is this Jerusalem the earthly Jerusalem or is it the heavenly, spiritual Jerusalem?
Babylon is the great city where our Lord was crucified.Revelation 11:8
 And their dead bodies shall lie in the street of the great city, which spiritually is called Sodomand Egypt, where also our Lord was crucified.
Babylon is the city guilty of the blood of the saints.Rev.18:24
And in her was found the blood of prophets, and of saints, and of all that were slainupon the earth.
Matt.23:37
O Jerusalem, Jerusalem, thou that killest the prophets, and stonest them which aresent unto thee, how often would I have gathered thy children together, even as a hen gatherethher chickens under her wings, and ye would not!
The creation of the New Jerusalem comes after the destruction of the earthly Jerusalem. Thisis also the timing of the arrival of the new heaven and new earth, the new creation world of  the new Covenant

Isaiah’s prophecy also reveals that this Jerusalem is created after the judgment upon Old
Covenant Israel.Isa.65: 12,
Therefore will I number you to the sword, and ye shall all bow down to the slaughter:because when I called, ye did not answer; when I spake, ye did not hear; but did evil before mineeyes, and did choose that wherein I delighted not.13. Therefore thus saith the Lord GOD, Behold, my servants shall eat, but ye shall be hungry:behold, my servants shall drink, but ye shall be thirsty: behold, my servants shall rejoice, but yeshall be ashamed:14. Behold, my servants shall sing for joy of heart, but ye shall cry for sorrow of heart, and shallhowl for vexation of spirit.15. And ye shall leave your name for a curse unto my chosen: for the Lord GOD shall slay thee,and call his servants by another name:16. That he who blesseth himself in the earth shall bless himself in the God of truth; and he thatsweareth in the earth shall swear by the God of truth; because the former troubles are forgotten,and because they are hid from mine eyes.17. For, behold, I create new heavens and a new earth: and the former shall not be remembered,nor come into mind.
 In other words the judgment upon earthly Jerusalem opens the way for the heavenly
 Jerusalem to appear as seen in John’s Revelation
.
The Jerusalem that Isaiah sees is not earthly, but heavenly, and is the new creation people, the church. Trying to make it earthly places it in the future and robs the church of the present reality of being a rejoicing and a joy.
